The Route 6309/315, Section MTF roadway improvement project is located in the City of Wilkes-Barre, Wilkes-Barre Township and Plains Township, Luzerne County. The purpose of the project is to provide roadway and capacity improvements on Route 6309 Kidder Street, Route 2061 Mundy Street, Valley Crest Boulevard, and the Route 8045 Interchange Ramps (Exit 1 to Route 309 Cross Valley Expressway). 

The proposed roadway improvements for this project includes lane additions and paving on Kidder Street, Mundy Street, Valley Crest Boulevard, and the Route 8045 interchange ramps. Drainage improvements consist of pipe replacement, new drainage piping, new stormwater inlets, and two (2) stormwater basins are proposed on the project as well.  

The project also includes reconstruction of the Route 309 southbound off-ramp with additional lanes added as a spur serving as a direct connection to Valley Crest Boulevard. The intersection with Kidder Street, the Ramp Spur, and Valley Crest Boulevard will be relocated and will have a new traffic signal.  Highway lighting will be added along the new ramp spur as well.

Traffic signal upgrades will be incorporated at all intersections within the work limits of the project.  This results in traffic signal improvements at six (6) intersections (four existing signalized intersections and two new signalized intersections).

A new retaining wall will be constructed between Valley Crest Boulevard and the Route 8045 Ramp D (northbound on ramp).  The retaining wall is necessary due to the elevation difference between the two roadways and the lane additions on Route 8045 Ramp and Valley Crest Boulevard.

The project is anticipated to be constructed under a phased construction approach.  More specifically, the project will be constructed under five (5) stages. Access to local traffic, nearby businesses, and residences will be maintained throughout the duration of construction.

It is anticipated that construction will begin Fall 2025 and will be complete by Fall 2027.  

As part of the environmental restrictions, no tree removal will be allowed from November 18, 2024 through December 9, 2024.
