Project Overview

The Pennsylvania Department of Transportation (PennDOT) invites the public to a public meeting and online plans display for Route 2004, Section P44, Bridge Rehabilitation Project over White Oak Run in Madison Township, Lackawanna County.

The purpose of the project is to rehabilitate the existing structure that carries two lanes of traffic on Route 2004 over White Oak Run in Madison Township, Lackawanna County. The existing structure consists of a non-composite bituminous pre-stressed adjacent plank beam superstructure supported by cast-in-place concrete and stacked stone masonry abutments.

The proposed alternative is a composite concrete pre-stressed adjacent plank beam superstructure supported by cast-in-place concrete abutments and wing walls. This alternative matches the existing stream width in the project area and provides the same hydraulic opening as the existing structure, sufficient to pass PennDOT and DEP design storms without increasing 100-year water surface elevations. A bridge roadway width of 27 feet 4 ¼ inches is proposed (two 12-foot lanes with roughly two-foot shoulders).

The roadway at the bridge site will be closed to all traffic and detoured during construction and is expected to be closed for approximately 4 months. Beginning east of the project area, the vehicle detour will follow SR 2004 (Reservoir Road), Route 2005 (Aberdeen Road), and Route 590 (Hamlin Road) resulting in an 8-mile vehicle detour. Beginning west of the project area, the vehicle detour will follow Route 2004 (Reservoir Road), Route 590 (Hamlin Road), Route 2005 (Aberdeen Road), and Route 2004 (Reservoir Road) resulting in an eight-mile vehicle detour.

The project is currently in design and is planned to be let in November 2024. Construction work is anticipated to take place in the Spring of 2025.

Public Meeting

The in-person public display meeting will take place at:  

  • Time: 6:00 PM
  • Date: Monday, October 16, 2023
  • Location: Madison Township Municipal Building located at 3200 Madisonville Road Moscow PA 18444
The virtual plans display will be held online and will be available from August 24, 2023, to September 21, 2023

The public is encouraged to respond to the public questionnaire and provide comments by clicking on the Public Questionnaire to print a PDF questionnaire to be completed by hand and mailed to the address at the bottom of the form.  The comment period will range from August 21, 2023, to September 18, 2023.

The plans display will be available online prior to the meeting as well as in person during the meeting.  Paper copies of the comment form will be available on-site and can be left at the facility or returned by mail once completed.  Those unable to access the plans display and comment form online or in person may give feedback by contacting Carmen DiPietro Jr., P.E. Beginning east of the project area:

  • take a left onto Route 2004 (Reservoir Road);
  • take a left onto Route 2005 (Aberdeen Road); and
  • finally take a left onto Route 590 (Hamlin Road).

Beginning west of the project area:

  • take a right onto Route 0590 (Hamlin Road);
  • Take a right onto SR 2005 (Aberdeen Road); and 
  •  finally take a right  Route 2004 (Reservoir Road).
