The Pennsylvania Department of Transportation (PennDOT) invites the public to a plans display meeting regarding the Chambersburg Signals Improvement Project. This project is the second phase of the Chambersburg Signals Improvement Project, which includes 65 signalized intersections in located on primarily on SR 11, SR 30, SR 316, Norland Avenue, and Walker Road in Chambersburg Borough and Guilford, Greene, and Hamilton Townships.
Phase one of the project included new signal equipment and 14 miles of fiber optic communication cable, which allows the traffic signals to collect Automated Traffic Signal Performance Measure (ATSPM) Data. Traffic engineers review the ATSPM data to manage and maintain the traffic signals in the Greater Chambersburg Area. Phase one was complete in 2020.
Phase two of this project will implement the following:
- New traffic signal timings – the ATSPM data will be reviewed to adjust the existing traffic signal timings with the goal of improving traffic flow and reducing overall delay.
- Evaluate corridors for adaptive traffic signal control – adaptive signal control is an advanced operation which uses the inputs of the traffic signal detectors (radars) to adjust the traffic signal timings in real time to improve traffic flow. Not all corridors are candidates for adaptive traffic signal control.
- Upgrade signal equipment – a five-year crash history was reviewed at each signalized intersection. Based upon that review, several intersections are being evaluated for signal equipment upgrades including
- Upgrading from 8” signal indications to 12” signal indications
- Changing from 5-section left turn arrow signal heads to 4-section Flashing Yellow Arrow signal heads
- During periods of heavy traffic, change the left turn arrow operation at some signals from protected-permitted to protected only
- Adding right turn arrow signals where applicable
The project is currently in design and construction work is expected to take place starting in the summer of 2025 and be complete in the spring of 2026. The duration of construction is anticipated to last 9 months. During construction, limited single lane closures may occur during off-peak, mid-day, evening or weekend hours. No long term closures or detours will be required for this project.
The plans display will be held on Monday, December 2 at 7:00 PM as part of the Chambersburg Parking, Traffic, and Street Light (PTSL) committee meeting held at 100 S. Second Street in the main Council room. A digital version of the information will be available to view online from approximately December 2, 2024, through January 2, 2024.
