PROJECT DESCRIPTION

Following alternatives development and public involvement, including a public meeting held on April 4, 2019, the selected alternative of reconfiguring three key SR 0322 corridor intersections advanced to final design. 

The project consists of reconstructing the 6-leg intersection of SR 0322 (Paxton Street), SR 2019 (Grayson Road), and SR 3006 (Chambers Hill Road) into a 4-leg signalized intersection, with Hilton and 82nd Streets being reconnected off the main intersection. Left turn lanes will be removed from SR 0322 at the main intersection. SR 0322 EB left turn movements to access Grayson and Milroy Roads are replaced by using a new SR 0322 EB signalized jughandle at the Witmer Road intersection. SR 0322 WB left turn movements are replaced by using a new single lane roundabout as a turnaround at the SR 2019 (Milroy and Grayson Roads) intersection to access Chambers Hill Road. The roundabout will include bypass lanes for right turn movements from both Grayson and Milroy Roads. SR 2019 (Grayson Road) will be reconfigured to be perpendicular to the main intersection with dual left turns added to travel SR 0322 EB. The main traffic signal will be reduced from six to three phases with separate phases dedicated to all northbound and southbound movements.  82nd Street will be right-in/right-out. Hilton Street will be reconnected along Grayson Road and use the roundabout for movements towards SR 0322. Additional construction features include three retaining walls to facilitate the widening and geometry changes, lighting, changeable message signs and cameras, stormwater management basins, drainage, guide rail/barrier, signs and pavement markings upgrades, and other miscellaneous items within Swatara Township, Dauphin County, from approximately Mushroom Hill Road to Bridge Road.

The purpose of the project is to reduce congestion, and improve mobility, accessibility, and safety within the corridor through a comprehensive solution that best supports the regional and local community. 

Two lanes of traffic in each direction will be maintained on SR 0322 through staged construction, while some side road connections will require short length detours, ranging from short term durations (a few weeks) to mid-term (6 -12 months). Overall construction duration is anticipated to be four years.
