​Pennsylvania's Electric Vehicle Mobility Plan

Pennsylvania is actively supporting adoption of electric vehicles (EVs) across the commonwealth. The Federal Highway Administration (FHWA) is aggressively supporting EVs and has expanded and created several programs as part of the Bipartisan Infrastructure Law (BIL), one of which is the National Electric Vehicle Infrastructure (NEVI) Formula Program.

The EV Mobility Plan identifies specific actions PennDOT can take to facilitate the transition to electrified mobility across Pennsylvania. This plan lays the groundwork for the next step, which is the implementation of the NEVI State Plan.

The EV Mobility Plan recommends supporting the installation of at least 5,000 new EV charging ports at 2,000 sites by 2028. This will be accomplished by leveraging various funding mechanisms, including cost sharing and funding from the BIL.

Pennsylvania's Department of Environmental Protection developed the Electric Vehicle Roadmap to support the expansion of the EV market and provide estimates of potential benefits and impacts to the state. The EV Roadmap was used as a baseline for many of the recommendations in the EV Mobility Plan. 

EV Mobility Plan Goals

Three primary and three secondary goals were developed around travel needs of Pennsylvanians. The plan further splits the goals into 13 focus areas.

Primary Goals

1.  Interstate / long-distance travel - alternative fuel corridors, gaps, and Interstate look-alikes

2. Regional routes of significance (RoS) - three levels based on traffic volumes

3. Destination travel - public and private destinations

Secondary Goals

4. Emergency travel - mobile solutions and emergency routes

5. Commuter travel - mobility hubs / multimodal travel

6. Medium- and heavy-duty travel - Long-distance travel, rural deliveries, and emergencies
