As PennDOT looks ahead to the community-phase of NEVI investments, PennDOT is seeking public feedback from all interested Pennsylvanians. PennDOT has developed a NEVI community phase framework for the estimated $102 million in funds that will remain after completing build-out of the Alternative Fuel Corridors. Your responses to the survey linked below will help PennDOT refine and implement the community phase of the NEVI program.

The Pennsylvania NEVI State Plan is an evolving document that is updated annually. The initial PennDOT NEVI plan submitted in 2022 supported the allocation of federal funds for federal fiscal years 2022 and 2023. The second PennDOT NEVI submitted in 2023 supported the allocation of federal funds for federal fiscal year 2024. PennDOT’s third annual NEVI plan submitted on August 30, 2024 supports the allocation of federal fiscal year 2025 NEVI funds. See below for PennDOT’s NEVI plans and related resources.

PennDOT's NEVI Plan goals include:

  • Construct a consistent, robust charging network to enhance availability when and where people need to charge,  
  • Fund infrastructure that is safe and convenient for travelers,  
  • Ensure EV infrastructure funding is distributed and applied in an equitable manner and provides benefits to all populations including underserved and rural communities,  
  • Complement the NEVI Formula Program with proper training and diversity of the workforce to support economic growth, equity, and safety,  
  • Develop a charging network to support freight and goods movement through the Commonwealth, and  
  • Provide environmental benefits that can be shared by all Pennsylvania’s communities.
