Since 1988, PENNVEST has served Pennsylvania communities and citizens through the funding of drinking water, wastewater, stormwater, and non-point source projects across the Commonwealth.  

 

Whether you are new to PENNVEST or a returning applicant, our programs and services are easily accessible no matter where you are in the funding process. To access financial assistance through PENNVEST, you must complete a funding application.

ACH Authorization / ACH Banking Changes

Entities receiving PENNVEST funds must submit an ACH Authorization form upon completion of the loan settlement process. If a funding recipient's financial institution or account number changes during the repayment process, a change request must be made by indicating “Change” on the authorization form.

Applying for Funding

To receive a funding offer through PENNVEST, an entity must complete the PENNVEST application process. This process is fully electronic and accessed through the PV Portal. A completed PENNVEST application provides the details needed for our team to determine if a project and applicant are eligible for funding, if the project has completed the necessary requirements to receive a funding offer, and to determine which of PENNVEST’s funding sources are the most appropriate to finance the project.

Significant changes within an entity must be reported to PENNVEST as those changes will affect financial documentation. Adjustments that need to be reported include collateral changes, company name change, mergers, acquisitions, construction company changes, requests to extend an interest-only period, and requests for consent to acquire additional debt from another financial institution/state agency or to restructure loan repayment.

Funding recipients may request funds disbursement through the PV Portal. Once logged into the PV Portal, select the Funds Disbursement from the menu to manage projects and draw your approved funds from PENNVEST.

Letter of No Prejudice (LONP) Requests

The terms of your PENNVEST funding will prohibit you from starting construction, or in some cases ordering equipment or materials, before completing settlement on a PENNVEST funding offer. If you have an emergency situation related to public health, environmental impact, supply chain issues, or an economic development opportunity that requires you to begin construction or obtain materials prior to submitting a funding application to PENNVEST or completing settlement on a PENNVEST funding offer, you may request a Letter of No Prejudice (LONP) or Pre-Closing Letter that will authorize you to start construction of your project or order equipment or materials, depending on your situation, prior to settlement. You must receive PENNVEST's written approval of your request before commencing any activity relating to construction, including ordering equipment or materials.

All recipients of PENNVEST funds are required to file their annual financial statement/audit report with PENNVEST for each year, during the life of the loan(s).

Right to Know Requests

Pursuant to Section 504 of the Right-to-Know Law, 65 P.S. §67.101 et seq. (RTKL), PENNVEST maintains policies, processes, and procedures, regarding responses to requests made pursuant to the RTKL, in addition to complying with the policies set forth in Management Directive 205.36. In addition, to facilitate access to documents of public interest and reduce the need for RTKL requests, PENNVEST makes many of its documents publicly available on the Pennsylvania Treasury website, www.patreasury.gov, under Transparency, Contracts e-Library. PENNVEST also publishes information and documents relating to its procurement solicitations on the PENNVEST website, www.pennvest.pa.gov.

Signature Authorization / Changes

Prior to the first loan payment, funding recipients must submit a Signature Authorization Form (SAF). Payment requests will not be processed until this form has been completed. A new form must also be submitted if there are changes to authorized contacts or existing contact information, such as email addresses or phone numbers.

Submit a Proposal for the Clean Water Procurement Program

Through the competitive bidding process in the Clean Water Procurement Program, PENNVEST is enabled to purchase verified nutrient or sediment reductions as a result of projects that install best management practices to help the Commonwealth achieve the most current total maximum daily load limits for nitrogen, phosphorus and sediment established by the U.S. Environmental Protection Agency under the Chesapeake Bay Total Maximum Daily Load (TMDL) planning tool.
