Solicitation/Project Title: PENNVEST DWINSA 2024

The successful respondent, which can be a public or private entity, will be responsible to complete the U.S. Environmental Protection Agency (EPA)’s 8th Drinking Water Infrastructure Needs Survey and Assessment (DWINSA) for the Commonwealth of Pennsylvania. The DWINSA, as required by the Safe Drinking Water Act, serves as a benchmark for capital infrastructure improvement needs to satisfy drinking water goals and for Congressionally directed resource allocation. Outreach to EPA-selected public or privately owned entities for their anticipated capital improvement needs is expected to fully develop a statewide compendium of drinking water infrastructure needs. The selected respondent shall:
A. Review and become knowledgeable about the 8th DWINSA manuals and guidance and the current Pennsylvania Drinking Water State Revolving Fund Intended Use Plan (IUP) which detail existing near-term drinking water capital improvement needs;
B. Survey EPA-selected drinking water systems to identify 20-year capital improvement needs;
C. Compile, review, code and document comprehensive eligible capital improvement needs for the selected representative sample systems;
D. Collect, review and validate supplemental information such as lead service line surveys, operation and maintenance needs, and technical, managerial and financial issues for the systems; and
E. Supply clarifying information to EPA during the modification period.

Clean Water Procurement Program RFP - Round 3
The PENNVEST Clean Water Procurement Program''s objective is to improve water quality in the Commonwealth through the purchase of verified nutrient (nitrogen/phosphorus) or sediment reduction resulting
from the installation of practices or combinations of practices determined to be effective and practical to manage nutrient and sediment to protect surface water and groundwater ("Best Management Practices"), as further defined under Act 54, with the goal of helping the Commonwealth to achieve the most current total maximum daily load limits for nitrogen, phosphorus and sediment as established by the United States Environmental Protection Agency (the "Chesapeake Bay TMDL"), as further defined under Act 54.
