Harrisburg, PA – The Pennsylvania State Police (PSP) celebrated the promotions of two Members who achieved the rank of Major, two who made Captain, and three who attained the rank of Lieutenant. All were recognized at a ceremony on April 14.
Michaelann Andrusiak promoted to Major
Colonel Christopher Paris, Commissioner of the Pennsylvania State Police, promoted Michaelann Andrusiak to Major and assigned her as Director of the Office of Homeland Security.
A native of Reading, Major Andrusiak most recently served as Director of the Drug Law Enforcement Division, Bureau of Criminal Investigation.
Major Andrusiak enlisted in the State Police in 2002. Upon graduation from the Academy, she was assigned to Troop K, Media. During her career, she served as a patrol unit member and a criminal investigator in Troop K, Media. She has held the ranks of Corporal, Sergeant, and Lieutenant within Troop K. She also served as an investigator in the Bureau of Integrity and Professional Standards, Internal Affairs Division.
Major Andrusiak was promoted to Corporal in 2013, Sergeant in 2016, Lieutenant in 2018, and Captain in 2021.
Major Andrusiak is a 1995 graduate of Holy Name High School in Wyomissing and holds a Bachelor of Arts degree in sociology from Kutztown University. She is also a graduate of the 283rd Session of the FBI National Academy.
Kyle Teter promoted to Major
Colonel Christopher Paris, Commissioner of the Pennsylvania State Police, promoted Kyle R. Teter to Major and assigned him as Director of the Bureau of Records and Identification.
A native of Zion Grove, Schuylkill County, Major Teter most recently served as Director of the Bureau of Gaming Enforcement.
Major Teter enlisted in the State Police in 1997. Upon graduation from the Academy, he was assigned to Troop L, Reading. As he progressed through the ranks, he served at Troop L, Troop K, the Bureau of Integrity and Professional Standards, and the Department Discipline Office.
He was promoted to Corporal in 2005; Sergeant in 2008; Lieutenant in 2012; and Captain in 2020.
Major Teter is a 1984 graduate of North Schuylkill High School.
Seth Kelly promoted to Captain
Colonel Christopher Paris, Commissioner of the Pennsylvania State Police, promoted Seth J. Kelly to Captain and assigned him as Executive Officer to the Commissioner.
A native of Mount Pleasant Township, Wayne County, Captain Kelly most recently served as Station Commander at Troop M, Bethlehem.
Captain Kelly enlisted in the State Police in 2004. Upon graduation from the Academy, he was assigned to Troop M, Belfast. As he progressed through the ranks, he served as a Corporal in Troop M, a Sergeant in the Bureau of Research and Development and in the Bureau of Integrity and Professional Standards, and a Lieutenant in the Executive and Administrative Offices.
During his career, Captain Kelly was selected as 2018 Trooper of the year and was awarded the Department's Medal of Honor and Purple Heart.
Captain Kelly was promoted to Corporal in 2016, Sergeant in 2018, and Lieutenant in 2021.
He is a 1996 graduate of Forest City Regional High School and a 2000 graduate of Mansfield University. He is a 2020 graduate of the Northwestern University Center for Public Safety School of Police Staff and Command, Class 471.
Jamal Pratt promoted to Captain
Colonel Christopher Paris, Commissioner of the Pennsylvania State Police, promoted Jamal J. Pratt to Captain and assigned him as Director of the Recruitment Service Division, Bureau of Training and Education.
A native of Burlington Township, New Jersey, Captain Pratt most recently served as Commander of the Basic Training Section, Bureau of Training and Education.
Captain Pratt enlisted in the State Police in 2006. Upon graduation from the Academy, he was assigned to Troop K, Philadelphia. As he progressed through his career, he served in Troops, K, J and L, the Bureau of Integrity and Professional Standards, Systems and Process Review, and the Bureau of Training and Education.
Captain Pratt graduated from the fifth Pennsylvania State Police Leadership Development Program in 2018. He is a 2020 graduate of Northwestern University's School of Police Staff and Command. He holds an associate degree in physical therapy from Keystone College and a Bachelor of Arts degree in business management from Rowan University.
Christine Fye promoted to Lieutenant
Colonel Christopher Paris, Commissioner of the Pennsylvania State Police, promoted Christine M. Fye to Lieutenant and assigned her to the Equality and Inclusion Office.
A native of Lock Haven, Clinton County, Lieutenant Fye most recently served as the Criminal Investigation Section Supervisor at Troop F, Montoursville.
Lieutenant Fye enlisted in the Pennsylvania State Police in 2010. Upon graduation from the Academy, she was assigned to the Patrol Unit at Troop F, Montoursville. Following patrol, she served in both the Full-Time Forensic Services Unit and Criminal Investigation Unit at Troop F, Montoursville.
Upon promotion to Corporal, Lieutenant Fye served as both a Patrol Unit Supervisor and Criminal Investigation Unit Supervisor in Troop F, Mansfield. As a Sergeant, she transferred to Troop C, Punxsutawney before returning to Troop F, Montoursville, where she served as a Station Commander, Staff Services Unit Supervisor, and Criminal Investigation Section Supervisor.
Lieutenant Fye graduated from Lock Haven University with a bachelor's degree in criminal justice, minoring in psychology. She also served in the Pennsylvania Army National Guard for 12 years and attained the rank of Staff Sergeant.
Douglas Kramer promoted to Lieutenant
Colonel Christopher Paris, Commissioner of the Pennsylvania State Police, promoted Douglas R. Kramer to Lieutenant and assigned him Commander of the Western Pennsylvania All Hazards Fusion Center within the Bureau of Criminal Investigation.
A native of Oakdale, Allegheny County, Lieutenant Kramer was previously assigned as Western Commander in the Drug Law Enforcement Division, Bureau of Criminal Investigation.
Lieutenant Kramer enlisted in the State Police in 2006 and was assigned to Troop C, Kane. He spent time in the Criminal Investigation Unit at Troop C, Kane.
Lieutenant Kramer was promoted to Corporal in 2013, supervising at Troop B stations at Belle Vernon, Washington, and Pittsburgh. He was promoted to Sergeant in 2016, supervising at Troop B, Washington and Pittsburgh stations.
Lieutenant Kramer joined the Drug Law Enforcement Division, Bureau of Criminal Investigation in 2019.
He holds a bachelor's degree from Gannon University in Erie.
Joseph R. Zandarski promoted to Lieutenant
Colonel Christopher Paris, Commissioner of the Pennsylvania State Police, promoted Joseph R. Zandarski to Lieutenant and assigned him as Western Section Commander in the Bureau of Integrity and Professional Standards, Internal Affairs Division.
A native of Harrison Township, Allegheny County, Lieutenant Zandarski most recently served as the Criminal Investigation Section Supervisor for Troop D, Butler.
Lieutenant Zandarski enlisted in the State Police in 2005. Upon graduation from the Academy, he was assigned to Troop H, York. As a Trooper, he also served in Troop C and Troop D.
As he progressed through the ranks, Lieutenant Zandarski was promoted to Corporal in 2015. He served as a Corporal in Troop A and in the Bureau of Integrity and Professional Standards.
While in the Bureau of Integrity and Professional Standards, he was promoted to Sergeant in 2018. As a Sergeant, he went on to serve in Troop D as the Butler Patrol Section Supervisor and as the Criminal Investigation Section Supervisor.
Lieutenant Zandarski is a 1990 graduate of Highlands High School and a 1995 graduate of Slippery Rock University. He holds a Bachelor of Science degree. After college, he enlisted in the U.S. Army and served four years of active duty prior to joining the Pennsylvania State Police.
Lauren C. Deck promoted to Troop Administrative Manager
Colonel Christopher Paris, Commissioner of the Pennsylvania State Police, promoted Lauren C. Deck to Troop Administrative Manager and assigned her to Troop J, Lancaster.
A native of Lancaster County, Deck began her career with the Pennsylvania State Police in 1998 as a Police Communications Operator at Troop J, Ephrata. In 2002, she accepted a Clerk Typist 2 position with Troop T, Bowmansville.
In 2013, Deck accepted a promotion to Clerk Typist 3 at Troop J, Lancaster, where she held this position until her promotion in January 2023.
She is 1994 graduate of McCaskey High School and earned an Associate of Arts degree in 2020 from Eastern Gateway Community College.
