Bryan Barbin

Bryan Barbin serves as the Deputy Secretary for Taxation at the Department of Revenue. Barbin brings decades of public service and private tax representation to his role. During his career, he has worked in all three branches of government — executive, legislative, and judicial.

Barbin's educational background laid a solid foundation for his career in law and public service. He earned a Bachelor of Arts in Economics, cum laude, from the University of Richmond, and subsequently received his Juris Doctorate from the University of Pittsburgh.

Barbin began his career in public service as a judicial clerk to Pennsylvania Supreme Court Chief Justice Henry X. O'Brien. Thereafter, he served as a Deputy Attorney General in the Tax and Finance Section of the Commonwealth of Pennsylvania's Office of Attorney General, including representation of the Department of Revenue in tax litigation. Barbin spent two decades in private practice representing taxpayers as a shareholder of Elliott, Greenleaf, P.C., and as a partner of Gleason, McQuillan, Barbin and Markovitz, LLP. 

Barbin authored four bills during his tenure in the Pennsylvania House of Representatives, representing Johnstown, Pa., as a member of the Judiciary and Veterans' and Emergency Preparedness Committees. Barbin was known for his legislative efforts and advocacy on various issues. His experience as an attorney and legislator equipped him with a deep understanding of the legal and fiscal complexities of tax policy, making him well-suited for his current role as Deputy Secretary for Taxation. He was appointed to the role in December 2018.

Barbin's professional involvement includes membership in the Taxation section of the American Bar Association, Pennsylvania Bar Association, and the Cambria County Bar Association, reflecting his active engagement in the legal community and commitment to upholding the standards of the legal profession. He continues to contribute to the state's fiscal management and tax policy through his leadership at the Department of Revenue. Barbin resides in Johnstown with his wife, Tammy. His extensive background in law and public service underscores his dedication to ensuring fair and effective tax administration for the Commonwealth of Pennsylvania.
