Exemptions

Act 71 of 2018 (Civil Service Reform) defines which positions in the Commonwealth workforce are to be hired based on merit.  These positions are commonly referred to as being in the classified service. Act 71 of 2018 (Civil Service Reform) also identifies positions that may be exempted from the classified service such as those that participate in policy decisions or those hired for a fixed or limited period of time.  The State Civil Service Commission reviews policy and limited term exemption requests and determines which positions should remain in or be exempted from the classified service.  Exemptions prior to 2019 are not published on this site.
