Elections Data

We are committed to transparency about how elections are administered in Pennsylvania, and this page is designed to provide you with data regarding mail-in and absentee ballot processes and activities related to the most recent primary or general election.

Supplemental Election Returns Report

This report will be activated again the day after the Nov. 5, 2024, general election.

Posted at least daily starting Nov. 6, 2024, this report will provide two mail ballot data sets for the 2024 general election:

  • The estimated percentage of mail ballots that are still uncounted. The number of mail ballots reflected on this report is updated only after counties enter mail ballot statuses in the statewide voter database. There may be fluctuations in the percentage of uncounted ballots, and this report should be considered an approximation.
  • Unofficial results from in-person voting on Election Day (number of precincts reporting).

12:01 County Mail Ballot Report

The 65 Pennsylvania counties that accepted Election Integrity Grant funds this year are required to provide an unofficial count at 12:01 a.m. Nov. 6 of how many mail ballots they received for the Nov. 5 election.

This requirement does not mean they must have all mail ballot votes tallied and computed by that time. Instead, it means they must report the total amount of ballots they received.

Daily Mail Ballot Report

This spreadsheet provides point-in-time transactional data for informational purposes to provide a high-level overview of the processing of mail-in and absentee ballots by county election offices. This data is pulled once per day from the Pennsylvania's voter registration database, the Statewide Uniform Registry of Electors (SURE system), and it reflects activity recorded by the counties in the SURE system as of the time of the pull.

Please note that county election offices continuously process mail ballot applications, record mail ballots, reconcile mail ballot data, and make corrections to mail ballot data when necessary. These activities occur in the weeks leading up to and including election day.

Administrative practices for recording transactions in the SURE system vary by county (i.e., recording individual transactions as they occur versus recording batches of transactions at specific intervals). These varying practices may result in substantial changes to a county's data from one day to the next.

The spreadsheet contains three separate tabs--absentee ballots, mail-in ballots, and total ballots (meaning the total of mail-in and absentee ballots)--with each tab detailing the data by county. The data includes all mail ballot applications processed by counties.
