Before taking office and throughout his first two years, Governor Shapiro has promised the people of Pennsylvania that he would bring leaders from both sides of the aisle together to pursue commonsense solutions to the problems facing our Commonwealth. PROMISED: Ensure Pennsylvania’s farmers have the financing and investments for agricultural production.
DELIVERED: $10 million for the first-of-its-kind Agriculture Innovation Program, driving investments in cutting-edge solutions and technologies that will shape the future of ag.

PROMISED: Secure predictable, reliable funding for the Pennsylvania State Police to help build safer communities across Pennsylvania.
DELIVERED: New funding for four trooper cadet classes in two consecutive budgets to train nearly 800 new troopers in total — filling staffing gaps and ensuring the Pennsylvania State Police are well-funded and well-trained — with reduced reliance on the Motor License Fund, as well as funding for nearly 700 local law enforcement officers across the Commonwealth.

PROMISED: Secure directed funding at the state level to invest in our main streets.
DELIVERED: Created the new Main Street Matters Program and secured $20 million to fund it in order to support downtowns, main streets, and the small businesses that line them.

PROMISED: Expand the Property Tax/Rent Rebate Program and make it available to more Pennsylvania seniors and people with disabilities.
DELIVERED: Expanded the Property Tax/Rent Rebate Program — the largest targeted tax cut for seniors in nearly two decades. In 2024, more than 500,000 seniors and people with disabilities received over $302 million in rebates.

PROMISED: Make critical investments to attract and retain quality teachers in Pennsylvania.
DELIVERED: $25 million to provide student teachers with stipends of up to $15,000 to strengthen the educator pipeline, awarding more than 2,000 student teachers $10,000 stipends in the first year.

PROMISED: Plug dangerous orphaned and abandoned wells — leaking methane up to 86 times more potent than carbon dioxide — to improve air quality and strengthen communities.
DELIVERED: Plugged over 280 orphaned and abandoned wells — more than in the previous ten years combined — and secured over $130 million in federal funding to continue finding and capping these wells.

PROMISED: Make critical investments to repair old and dangerously unhealthy buildings so that students can learn in a safe, healthy environment.
DELIVERED: Invested $275 million for environmental repairs and upgrades to our schools so students can learn in safe environments.

DELIVERED: Secured nearly $65 million more for workforce development efforts in the first two years, marking a more than 50 percent increase in funding for those initiatives over the 2022-23 budget.

DELIVERED: Implemented automatic voter registration, registering 170,000 new voters — a 59 percent increase in new voter registrations from the same period two years ago.
