OGC-2026-07 Mcare Section 715 Defense Counsel RFP
The Pennsylvania Insurance Department, Bureau of Mcare (“Mcare”) has identified a need for medical malpractice defense counsel services pursuant to Section 715 of the Mcare Act (“Section 715 Defense Counsel Services”). This engagement may include other general work as designated by the Chief Counsel of the Pennsylvania Insurance Department, Mcare or the Governor’s Office of General Counsel. For purposes of this RFP, the Commonwealth will be making a limited multiple award to the highest evaluated Law Firms based upon the criterion set forth in this RFP.
OGC-2026-08 Mcare Coverage Counsel RFP
The Pennsylvania Insurance Department, Bureau of Mcare (“Mcare”) has identified a need for coverage counsel services involving the Mcare Act, including provision of coverage opinions, denial letters, reservations of rights, and, if requested, representation of Mcare in lawsuits involving coverage matters. This engagement may include other general work as designated by the Chief Counsel of the Pennsylvania Insurance Department, Mcare or the Governor’s Office of General Counsel. OGC-2026-09 PHFA Bond Counsel Services RFP (Single-Family Mortgage Revenue Bond Program)
This request for proposals (RFP) provides to those law firms (“Offerors”) previously qualified, based upon their responses to a previously issued Request for Qualifications (“RFQ”), by the Pennsylvania Governor’s Office of General Counsel (“OGC”) and listed in the Bond Counsel Pool to prepare and submit proposals for consideration by the Pennsylvania Housing Finance Agency (“PHFA”) to provide Bond Counsel Services for the ongoing administration of its single-family mortgage revenue bond program.

This request for proposals (RFP) provides to those law firms (“Offerors”) previously qualified, based upon their responses to a previously issued Request for Qualifications (“RFQ”), by the Pennsylvania Governor’s Office of General Counsel (“OGC”) and listed in the Bond Counsel Pool to prepare and submit proposals for consideration by the Pennsylvania Housing Finance Agency (“PHFA”) to provide Bond Counsel Services in connection with its rental housing financings.
Pennsylvania Professional Liability Joint Underwriting Association Corporate Counsel Sole Source
The Joint Underwriting Association (“JUA”) has identified a need for ongoing legal support to ensure compliance with applicable statutes. This engagement includes maintaining corporate records, recording minutes of all meetings, drafting a Plan of Operations, preparing and maintaining 401(k) plan documentation, and providing legal advice and counsel on human resources matters. The selected firm will also advise on open meetings laws, including voting procedures and board resolution documentation, and will perform additional related legal services as needed.
