    The Pennsylvania Human Relations Commission (PHRC) is here to ensure that the people of the Commonwealth live, work, play, and enjoy Pennsylvania free from discrimination. If you feel you have experienced an act of discrimination, you have the right to file a complaint with the PHRC.

    Overview

    The PHRC can help you file or respond to a complaint. Mediation services are available as a voluntary option to quickly resolve some discrimination cases. The PHRC is empowered by the Pennsylvania Human Relations Act to educate the public to prevent discrimination, foster equal opportunity, and address incidents of bias that may lead to tension between racial, ethnic, and other groups.
