Publications

The Juvenile Court Judges’ Commission (JCJC) provides juvenile justice personnel with up-to-date information on current trends and issues from both the state and national perspectives through specialized publications. Several of the publications available are the result of efforts by JCJC staff and/or juvenile justice system stakeholders, while others are the result of work completed by nationally renowned researchers and practitioners. These publications exist to advance juvenile justice personnel’s knowledge and expertise, and to enhance their skills when interacting with justice-involved youth, their families, their victims, and their communities.

Juvenile Court Annual Report

The Juvenile Court Annual Report compiles all of the annual data collected from the juvenile courts in Pennsylvania’s 67 counties, including allegations, court hearings and case processing, dispositions, detentions, placements, and demographics.

Juvenile Delinquency Benchbook

The Pennsylvania Juvenile Delinquency Benchbook is a resource for juvenile court judges and juvenile court hearing officers throughout Pennsylvania. It also serves as a resource for juvenile probation officers and other juvenile justice system stakeholders involved with juvenile case processing.  The Benchbook provides guidance regarding the key decision points in Pennsylvania's juvenile justice system, summarizes the history and philosophical foundation of our system, and describes the qualities and attributes of successful juvenile court judges.

Outcome Measures Reports

The Pennsylvania Juvenile Justice System Statewide Outcome Measures reports are an aggregate annual report of outcomes of juvenile offenders in Pennsylvania. This report reflects outcomes of juvenile offenders who ended a period of supervision from a juvenile probation department during the report period, which is one calendar year. Outcomes of the JCJC’s Balanced and Restorative Justice mission, including community protection, accountability, and competency development, are highlighted in the report, as well as additional data regarding goals related to the implementation of the Juvenile Justice System Enhancement Strategy (JJSES).

Recidivism Reports

The annual recidivism report details the outcomes of justice-involved youth whose cases were closed by a juvenile probation department in the Commonwealth in a particular cohort year. The report, which was originally developed to assist in determining the impact of the JJSES on Pennsylvania’s juvenile justice system and to explore recidivism trends over time, allows juvenile justice system stakeholders to easily compare pre-JJSES implementation recidivism rates against post-JJSES implementation recidivism rates.
