Allison Morgan is the Executive Deputy Secretary of the Department of Revenue (DOR). In her role, she functions as the agency’s Chief Operating Officer with oversight of the Taxation and Compliance and Collections Deputates, the Bureau of Pennsylvania Tax Hub (PATH) Development and Support, and the Bureau of Fraud Detection and Analysis.
Morgan returned to DOR after serving as the Chief Modernization Officer at the Pennsylvania Department of State (DOS). Before DOS, she spent nearly seven years with DOR. During a significant portion of her tenure, she served as director of the agency’s multi-year tax system modernization project, which included the launch of the Pennsylvania Tax Hub (PATH) and myPATH, the customer-facing online portal where taxpayers manage their PA tax obligations. She also served as the Deputy Executive Director of Risk Management at the Pennsylvania Lottery.
Overall, Morgan has more than two decades of Commonwealth experience, including time as an Assistant Director in the Office of the Budget, Office of Comptroller Operations’ Bureau of Audits, and as an auditor with the Department of the Auditor General. Morgan holds a bachelor’s degree in Professional Accountancy from the Pennsylvania State University. She is married and resides in Lykens with her husband, Bryan, two children, Kierra and Brady, and grandson, Leland.
