Section 243 Integrated English Literacy and Civics Education Program Grant Competition 

WIOA does not expressly exclude private, for-profit companies. An eligible provider must be “an organization that has demonstrated effectiveness in providing adult education and literacy activities…” The process for an entity to establish demonstrated effectiveness is in the Request for Grant Application Guidelines. All grantees, regardless of organization type, must abide by the Adult Education and Family Literacy Guidelines.

Yes. Under Program Funding Requests, it says, “For applicants that are a consortium or coalition of agencies, each agency in the consortium/coalition may request amounts within the ranges below.” Under Eligible Applicants, we define “consortium or coalition of agencies” as “a main grantee with one or more subgrantees.” So, a main grantee may request $400,000, and each subgrantee may also request $400,000, resulting in a grant total exceeding $400,000.

No, the Section 243 IELCE funds cannot be used to add instruction on the rights and responsibilities of citizenship and civic participation and workforce exploration/training to existing classes. However, the Section 243 IELCE grant can be used to expand the number of classes an agency is providing, as long as the additional classes include all three components of integrated English literacy and civics education: instruction in literacy, English language acquisition, and on the rights and responsibilities of citizenship and civic participation. For example, if a program is already offering classes at all NRS ESL levels 1-6, the Section 243 IELCE grant can support Adult Basic Education for English Language Learners or bridge classes for students who have tested out of the regular ESL classes and would like to continue working on their English language skills.

It is not necessary to have the updated name in order to submit the grant application for peer review. However, it will be necessary to have the correct name for the grant contract review process if the application is selected for award. Agencies are responsible for keeping their own eGrants user list up to date. eGrants users at the agency with the role “ Agency User Administrator” can make the necessary changes.
