Of the total allocation, the ARP Act directed $4.5 billion directly to school districts and charter schools based on their share of 2020-21 Title I-A funds.

The Pennsylvania General Assembly and Governor Wolf allocated most of the remaining ARP ESSER funds to LEAs via Act 24 of 2021.
Act 24 of 2021 allocated $135 million to intermediate units, career and technical education centers, schools designated for Additional Targeted Support and Improvement (A-TSI), private residential rehabilitative institutes, approved private schools, chartered schools for the deaf and blind, and entities providing services for youth in local correctional institutions and community day programs.
The American Rescue Plan (ARP) Act was enacted on March 11, 2021. This Act provided State Educational Agencies (SEAs), like the Department, certain flexibilities in applying the statutory set-asides within the 10 percent of total ARP ESSER funds that were allocated to each state. The information below addresses the 2.5% set aside of these funds that have been designated for the following school entities by Act 24 of 2021.

The LEAs receiving funding as detailed above, must complete an application in the eGrants system detailing the program and activity, narrative and activity detailing personnel and operating costs. Other requirements for will be detailed in future documents. Applications for these funds will be open in the eGrants system in the coming weeks. Notifications will be sent to each respective school entity once the applications are open.
Act 24 allocated $250 million in additional funding to school districts and charter schools to address learning loss, $50 million to school districts and charter schools for summer enrichment programs, and $50 million to school districts and charter schools for afterschool programs and activities.
The American Rescue Plan (ARP) Act was enacted on March 11, 2021. The ARP Act required 5% of ARP ESSER funds ($250 million) to be set-aside for learning loss, 1% of ARP ESSER funds ($50 million) to be set-aside for summer enrichment programs, and another 1% of ARP ESSER funds ($50 million) to be set-aside for comprehensive afterschool programs.
In June 2021, the General Assembly and Governor Wolf enacted Act 24 of 2021, which allocated these three ARP ESSER set-aside funds to school districts and charter schools based on their share of Title I-A funds for 2020-21.
Act 24 also required school districts and charter schools to allocate certain minimum percentages of their share of the 5% ARP ESSER set-aside for learning loss to target specific programs and supports as follows:
- At least 30% must be targeted to social, emotional, or mental health supports to students
- At least 10% must be targeted to professional development and technical assistance to educators and school staff to address the social, emotional, and mental health needs of students
- At least 8% must be targeted to reading support and improvement for students
While school districts and charter schools must allocate at least the minimum percentages identified in Act 24 to the relevant areas above, they are permitted to use their remaining ARP ESSER set-aside funds for learning loss more broadly to implement evidence-based interventions to address learning loss and provide summer enrichment and comprehensive after-school programs in response to the academic, social, emotional, and mental health needs of students, particularly subgroups of students disproportionately impacted by the pandemic.
