OA-Human Resources and Management administers programs to attract and retain a high-quality workforce to serve Pennsylvanians in government agencies under the Governor's jurisdiction.
Some key activities include:
- recruiting, screening, and referring candidates for civil service and non-civil service vacancies
- developing, maintaining, and administering logical classification and job evaluation standards
- developing, maintaining, and administering highly competitive employee benefits programs
- implementing effective and equitable salary programs that meet legal and contractual requirements
- offering training and development opportunities to increase employee effectiveness at all levels of state government
- directing labor relations activities in the state's role as an employer
- administering collective bargaining agreements and memoranda of understanding entered into with employee organizations; investigating and responding to employee grievances; and conducting labor relations training for supervisory and management personnel
- providing common human resources, benefits and payroll services and information to employees of agencies under the Governor’s jurisdiction
- enterprise-wide system activities including managing of agency salary and wage complements; personnel transactions, such as new hires, promotions, separations and reclassifications; support for the SAP HR/Payroll system, enterprise-wide HR reporting services, and managing role security
