The Bureau of Capital Projects Construction coordinates and oversees the construction of all non-highway construction projects for the Commonwealth through four Regional Offices: Western, North Central, South Central, and Eastern. This includes new construction and all types of alterations and renovations to existing Commonwealth properties.

Indiana University of Pennsylvania-Weyandt/Walsh Hall Replacement (Kopchick Hall)

PROJECT DESCRIPTION
The Indiana University of Pennsylvania celebrated the opening of the John J. and Char Kopchick Hall, a 142,536-square-foot science and mathematics with a ribbon cutting ceremony on November 2, 2023.
Construction of the facility started in 2020. Kopchick Hall has 51,600 square feet of laboratory spaces which include 43 research lab modules. In addition, the Kopchick Hall has almost 10,000 square feet of collaboration space and 8,000 feet of formal teaching space, including three flexible classrooms. Some of the facility's special features include the Cejka Planetarium, imaging lab, laser lab, anatomy lab, and roof terrace and partial green roof for research and will be open for classes in Spring of 2024.

PennDOT District 6-0 New RTMC and Parking Garage

PROJECT DESCRIPTION
PennDOT celebrated the grand opening of the Southeastern Regional Traffic Management Center (RTMC) at PennDOT District 6 headquarters in Upper Merion Township, Montgomery County on April 3, 2023.
The Southeastern RTMC operates as one of four (4) Regional Traffic Management Centers (RTMC) in the Commonwealth of Pennsylvania and is responsible for optimizing the safe and efficient movement of traffic. Being able to quickly respond to traffic incidents can improve congestion, increase efficiency, and most importantly, save lives. The work of this high-profile project begun in May of 2020 and included construction of the 43,000-SF, two-story new RTMC, which was designed to achieve LEED Silver certification; fit-out of the current RTMC; demolition of a parking structure; and construction of a multi-level, 86,000-SF above-ground parking structure.
Design and construction management for the project was provided by the Commonwealth of Pennsylvania Department of General Services under the supervision of Secretary Reggie McNeil.
Forum Building Renovation and related improvements

A ribbon cutting ceremony for the Forum Building was held on October 10, 2023 after 3 years of renovations.
Located in Dauphin County, this historic building is once again home to its original occupant, the Department of Education and the PA State Library. The building was renovated, preserving important historical elements such as sculptures, murals and architectural elements. In addition, the project added important interior upgrades such as a HVAC system, installation of modern and functional electrical and plumbing, and high energy efficient windows.

Lincoln University – Vail Memorial Hall Renovations

PROJECT DESCRIPTION
A ribbon cutting ceremony for the Vail Memorial Hall at the Lincoln University was held on September 13th following two years of construction. The project consisted of approximately 18,000 square feet of new and renovated spaces.
The original portion of the existing building was built in 1898 by the noted architect Addison Hutton and underwent a complete historic renovation to meet the modern needs including ADA requirements, HVAC system and security system upgrades. The new addition and renovations will accommodate the administrative offices of Lincoln University.
Design management and construction management for the project was provided by the Commonwealth of Pennsylvania Department of General Services.
Pennsylvania Joint Laboratory Facility

PROJECT DESCRIPTION
The Department of General Services is overseeing the design and construction of the new Joint Laboratory Complex, a more than 30-acre property including a joint laboratory that will physically be shared by the Department of Health, Agriculture, Environmental Protection and Conservation and Natural Resources and a separate forensic lab close by for the Pennsylvania State Police.
The new construction, located on the grounds of the former Harrisburg State Hospital – a dormant site since 2006 - will take place in several stages with site preparation starting in 2025. The first phase will focus on the 300,000-square-foot joint lab facility. The second phase of construction includes the development of a 90,000-square-foot PSP forensic lab, as well as the restorations of Dix Museum, the site’s Administration Building, a Chapel and the Dixmont Cottage. All phases are currently scheduled to be completed by 2029.
The newly constructed laboratories will have very modern technology and help the Commonwealth operate more efficiently and effectively to meet the needs of public health testing, food safety, plant disease diagnostics, air and water quality testing and forensic testing.
Pennsylvania State Police Academy

PROJECT DESCRIPTION
PA State Police Academy is underway to completely modernize the 64-year old campus by including multiple new buildings totaling 366,000 square-feet on the 146 acres site. The new additions will include horse stables, the Bureau of Emergency and Special Operations headquarters, the central supply warehouse, and an outdoor tactical village for hosting simulations of high-risk incidents such as active shooters and hostage situations.
The Commonwealth’s state police recruits have trained in Hershey, PA since 1924 so this modernization was essential to keep pace with the demands of modern law enforcement training facilities, attract the best recruits and to ensure that troopers are trained in the best possible environment for decades to come. The entire project is scheduled to be completed in 2028.
The project is being overseen by the Commonwealth of Pennsylvania Department of General Services.
