The Office of Administration’s (OA) mission is to create partnerships to deliver quality service to customers through collaboration, consultation, and supports.
Services provided by OA include administrative appeals/hearings, administrative services, equal opportunity in the Department of Human Services' (DHS) programs, financial operations, fraud and abuse recoveries in medical assistance and third-party recoveries, procurement and contract management. OA ensures that DHS provides prompt access to its public records while abiding by exemptions and protections in the Right-To-Know Law to safeguard certain information, including confidential personal information of department clients and other third persons. OA also reviews out-of-state travel and has oversite for agency corporate cards.

- Organizes and conducts audits of DHS-operated and funded organizations, programs, activities, and functions to assure proper payments and efficient use of the department's funds.
- Plans, organizes, directs, and coordinates the development and implementation of financial procedures and operations.
- Plans, organizes, and controls financial policy development and implementation; conducts various financial studies; and serves as the department's interface with various federal agencies regarding cost allocation and other federal/state funding issues for the department.
- Conducts administrative hearings on appeals received from agencies funded by DHS programs and recipients of DHS-funded services. Currently, the Bureau of Hearing and Appeals (BHA) has the authority delegated by the Office of the Secretary to hear and adjudicate over 280 jurisdictional issues within the Department. BHA is also responsible for hearing and adjudicating appeals for the Department of Aging.
- Provides advice, guidance, and training on the purchase of supplies, services, Requests for Proposals (RFP), and grants.
