MCARE 2024 Assesment

The 2024 Assessment Rate of 26% as published in the Pennsylvania Bulletin. (10/28/23)

The Pennsylvania Joint Underwriting Association's (JUA) prevailing primary premium specialty and territory classes have not changed from last year and the assessment percentage for 2024 is 26%.

Rating

The 2024 Mcare Assessment Manual is intended to assist in calculating Mcare assessments pursuant to Act 13 of 2002. Please read it in its entirety to determine how changes may alter your processes.

Reporting

Since Mcare periodically makes improvements to Form e-216, downloading a new Form e-216 each time will ensure you are using the most current version.

This form is to be used by basic professional liability insurance carriers and approved self-insurers for summarizing assessment collected, payable and refundable.  A healthcare provider may not complete this form except for an approved self-insured healthcare provider.

    Electronic Submissions

    Electronic submission of Form e-216 is the preferred method of reporting basic professional liability insurance coverage to Mcare as it increases Mcare's ability to process coverage information in a more efficient and expeditious manner. 

    E-mail the completed Form e-216 to: ra-in-remittance@pa.gov

    Payment must be sent to Mcare on or about the same time as the Form e-216 is e-mailed, but within 60 days from the effective date of coverage.  For complete details, please refer to Section I of the 2024 Assessment Manual.

        Assessment Payment Option Available

        Mcare will accept assessment payments through an electronic funds transfer (EFT) payment process.  The EFT may be a wire transfer or an ACH.  The EFT process provides Mcare and primary insurers another payment method, as an alternative to a paper check.  We request the use of EFTs when assessment payments are made.
