Proposed Closure and Detours

As work continues on the safety and efficiency improvements of Depot Road (Route 531) in Harborcreek Township, Erie County, the Pennsylvania Department of Transportation (PennDOT) is proposing a closure of the road near the Interstate 90 interchange.

The proposed closure would include the section of roadway between the interstate ramps. Detours will be needed in connection with the closure as traffic will have limited access to the I-90 at Exit 35. The closure is expected to last approximately a month, weather permitting, and will start in early to mid-June after school has concluded for the year.

Under the closure conditions, the following access points will be maintained:

  • Northbound traffic on Route 531 will have access to the I-90 eastbound on-ramp.
  • Southbound traffic on Route 531 will have access to the I-90 westbound on-ramp.
  • Interstate 90 westbound can exit to head northbound on Route 531.
  • Interstate 90 eastbound can exit to head southbound on Route 531.

The project is being completed in phases. The closure will allow for Phase 2 to be completed in a timelier manner and will include the continued closure of Davison Road as already included in the construction plan. Project Phases 3 and 4 will be unchanged.

A $13.4 million project to improve safety and efficiency of Depot Road (Route 531) in Harborcreek Township, Erie County started in 2024.

This project includes improvements to 1.3 miles of Depot Road (Route 531) from just south of Interstate 90 to just north of McGill Road. Work will include reconstruction of the existing roadway, widening of the shoulders, adjusting the slope of the roadway, and the creation of a turn lane in front of Clark Elementary School. There will also be updates to the drainage, pavement markings, signs and guiderails.

Construction is expected to restart March 24, 2025, weather permitting, and is expected to be completed in November 2025.

Work will be completed in four phases.

  • Phase 1 was completed in 2024. It included replacing existing concrete roadway at the I-90 interchange ramps at Depot Road, as well environmental storm water systems, rain garden basin, and underground stormwater detention basin.
  • Phases 2 and 3, which will start this month, will include replacing the existing concrete roadway from the I-90 interchange to just beyond the Travel American truck stop entrance. This work will require detours of traffic at the interchange and at the intersection of Route 531 and Davison Road. A detour for interchange traffic will be posted using Route 430 (Station Road) and I-90. A detour for Davison Road will be posted using Route 531 and Belle Road.  
  • Phase 4 will include realigning Route 531 north of Harbor Ridge and adding a turning lane at Clark Elementary School. There will be a detour posted using Route 20, Route 290 (Bayfront Connector), Route 531 and I-90.

The contractor is Lindy Paving of New Galilee, PA. The contract cost is $13,489,560, which is to be paid entirely with state funds.

Traffic Impacts

Phase 2 of the project includes the reconstruction of the northbound lanes of Depot Road (Route 531) from I-90 to near the Travel American truck stop exit. This work is expected to start with the placement of steel barriers on May 6, 2025. Traffic on Depot Road will be shifted to the temporary roadway with one lane open in each direction. Davison Road will be closed at Depot Road, with a detour posted utilizing Depot Road and Belle Road.

Additional traffic changes are expected in June as work starts at the I-90 interchange.
