Rapid Bridge Replacement Project

Pennsylvania's population of state-owned bridges is among the largest and oldest in the nation. PennDOT has prioritized transportation investments to repair and replace structurally deficient bridges. The $899 million Rapid Bridge Replacement (RBR) Project is a key component to this effort.

Rapid Bridge Replacement Project

The Rapid Bridge Replacement (RBR) Project is a globally recognized, innovating delivery project for infrastructure management encompassing the design, construction, financing, and life cycle maintenance of 558 replacement bridges throughout Pennsylvania. At the time of approval, the RBR Project was the largest multi-asset, multi-location P3 project of its kind in the United States.

By the end of 2020, construction on all 558 bridges was complete. These new bridges are now being maintained by the development entity, Plenary Walsh Keystone Partners (PWKP), until the end of 2042.Pennsylvania's population of state-owned bridges is among the largest and oldest in the nation. In addition to leveraging private investment, the RBR Project created efficiencies due to similar design of the P3 bridges, bulk purchase of materials, and standardization of prefabricated bridge elements.
