The project includes the bridge rehabilitation of Route 30 Eastbound bridge over Route 4001 in Columbia Borough, Lancaster County. The purpose of this project is to provide a continued safe and efficient crossing on Route 30 over Route 4001.
Within the project area, Route 30 East bound is a two-lane roadway located in a predominately wooded and residential setting on rolling terrain and is classified as an Urban Freeway/Expressway. The land surrounding the roadway is predominantly wooded areas with residential properties farther from the bridge. The roadway within the project limits has a posted speed limit of 55 miles per hour and an average daily traffic volume of approximately 24,000 vehicles per day.
The existing structure was built in 1970 and is a three-span prestressed concrete I-beam bridge supported on concrete stub abutments and multi-column pier bents. The bridge length is 167 feet and has a curb-to-curb width of 40 feet.
The project involves superstructure rehabilitation including strip seal gland replacement. Additionally, substructure rehabilitation includes concrete encasement of the existing pier caps and general concrete patching. The horizontal and vertical geometries will not be changed.
Route 30 will not be detoured during construction. Construction is anticipated to be accomplished using staged temporary traffic control for both Route 30 and Route 4001.
The project is currently in design, and construction is expected to take approximately 4 months at this site. The exact construction timeline is not currently known, but construction is currently anticipated to begin in the Fall of 2026 or Spring of 2027.
The purpose of the plans display is to introduce the project and solicit public input, questions, or concerns regarding the project.
Additional Project Information
Environmental
The project is located in an urban area. Pedestrian facilities exist within the project limits; sidewalks are within the project limits along Route 4001. The use of the existing sidewalks may be temporarily altered during construction. However, pedestrian access through the work zone will be maintained throughout construction. Other environmental efforts for the project include investigating historical, archeological, and aquatic resources as well as threatened and endangered species.
Utilities
Aerial utility lines run parallel to the existing pier caps along SR 4001 Ironville Pike. The aerial utility lines will be o(set during construction to complete encasement of the concrete pier caps.
Right-of-way
Permanent and temporary right-of-way acquisitions are not anticipated for this project.
Maintenance and Protection of Traffic
Staged temporary traffic control will be implemented for the duration of construction for both Route 30 and Route 4001.
Schedule and Cost
Overall construction is anticipated to last approximately 4 months during the Fall of 2026 or Spring of 2027 at an estimated cost of $300,000.
