The project includes the bridge rehabilitation of Route 441 bridge (3rd Street) over Route 30 in Columbia Borough, Lancaster County. The purpose of this project is to provide a continued safe and efficient crossing on Route 441 over Route 30.

Within the project area, Route 441 is a four-lane roadway located in a predominately urban setting on rolling terrain and is classified as a Urban Minor Arterials. The land use surrounding the roadway is predominantly residential properties and wooded areas farther from the bridge. Route 441 within the project limits has a posted speed limit of 25 miles per hour and an average daily traffic volume of approximately 8,800 vehicles per day.

The existing structure was built in 1970 and is a two-span steel I-Beam beam bridge supported on a concrete stub abutment, full height gravity concrete abutment and multi-column pier bent. The bridge length is 186 feet and has a curb-to-curb width of 68 feet including a 2.5 foot mountable median.

The project involves superstructure rehabilitation including painting of the existing superstructure and fabricated structural steel repairs of the existing beams.  The horizontal and vertical geometries will not be changed.

Route 441 will not be detoured during construction. Construction is anticipated to be accomplished using staged temporary traffic control for both Route 441 and Route 30.

The project is currently in design, and construction is expected to take approximately 4 months at this site.  The exact construction timeline is not currently known, but construction is currently anticipated to begin in the Fall of 2026 or Spring of 2027.

The purpose of the plans display is to introduce the project and solicit public input, questions, or concerns regarding the project.​

Environmental

The project is located in an urban setting. No bicycle or pedestrian facilities exist within project limits. Other environmental e%orts for the project include investigating historical, archeological, and aquatic resources as well as threatened and endangered species.

Utilities

There are no anticipated utilities impacts within the project limits. No utilities are anticipated to be relocated prior to construction.

Right-of-way

Permanent and temporary right-of-way acquisitions are not anticipated for this project.

Maintenance and Protection of Traffic

Staged temporary traffic control will be implemented for the duration of construction for both Route 441 and Route 30.

Schedule and Cost

Overall construction is anticipated to last approximately 4 months during the Fall of 2026 or Spring of 2027 at an estimated cost of $400,000.
