    This is a project to repair areas on four roadways in the northwest region: located in Crawford, Forest, Warren and Venango counties.

    • Steen Hill Road (Route 2004) in Fairfield Township, Crawford County. 
    • Route 666 (David Zeisburger Highway) in Howe Township, Forest County. 
    • Bully Hill Road (Route 3021) in City of Franklin, Venango County. 
    • Scandia Road (Route 1013) in Elk Township, Warren County. Work will be done between Atkins Drive and Webbs Ferry Road.

    The project aims to correct and support the ground conditions underneath and adjacent to areas that are considered poor and experiencing various levels of failure which have resulted in declining road conditions.

    The proposed work at each location will vary based on the needs and improvements will include either stone-filled gabion retaining walls or installing interlocking metal pieces to form an underground support system, also known a sheet piles. Proposed work at each location may also include roadway repairs and paving, guiderail and drainage updates, and cutting and clearing shrubbery.   

    Information specfic to each location is available below. 

    Work is expected to start during the 2026 construction season and end during the 2027 construction season.

    The anticipated construction contract cost is $1 million to $2.5 million, which is to be paid entirely with federal funds designated for diminishing the effects of natural disasters, such the areas prone to flooding and landslides. Under the Bipartisan Infrastructure Law (BIL), the Promoting Resilient Operations for Transformative, Efficient, and Cost-saving Transportation (PROTECT) Grant program provides funding to ensure surface transportation resilience to natural hazards including climate change, sea level rise, flooding, extreme weather events, and other natural disasters through support of planning activities, resilience improvements, community resilience and evacuation routes, and at-risk coastal infrastructure.

    Project Details

    Steen Hill Road (Route 2004) in Fairfield Township, Crawford County Plans (PDF)

    Work will include a gabion retaining wall and half width roadway reconstruction. 

    Work will be done between Dunn Road and Route 285. The proposed 8.9-mile detour will be posted using Route 285, and Townhall Road (Route 2005).

    Route 666 (David Zeisburger Highway) in Howe Township, Forest County Plans (PDF)

    Work will include a gabion retaining wall and full width roadway reconstruction.

    Work will be done between Coopertrack Road and Martin Road. The proposed 25.6-mile detour will be posted using Route 948, River Road (Route 2002), Greenwood Road (Route 2001), and Minister Hill Road (Route 1001).

    Work will include a gabion retaining wall and half width roadway reconstruction.

    Work will be done between Transylvan Drive and Third Street. The proposed 6.8-mile detour will be posted using Route 322, Route 62, and Route 8.

    Scandia Road (Route 1013) in Elk Township, Warren County Plans (PDF)

    Work will include sheet pile installation.

    Work will be done between Atkins Drive and Webbs Ferry Road. Traffic will be controlled with temporary signals and is expected to be in place for approximately one month.
