The Bipartisan Infrastructure Law (BIL) established the $5 billion National Electric Vehicle Infrastructure (NEVI) formula program. This program directs funding to states for the strategic deployment of EV charging infrastructure, including the creation of an interconnected charging network across the United States.
Over the five years of the NEVI Formula Program, Pennsylvania is receiving $171.5 million in dedicated formula funding.
The initial focus of this funding is for the installation of Direct Current Fast Charging (DCFC) stations along each state’s designated Alternative Fuel Corridors (AFCs), to help build out the national EV AFC network.
Once a state’s AFC network is “fully built out” according to FHWA guidance then that state may use NEVI formula program funds for EV charging infrastructure on any public road or other publicly accessible location.

Active PennDOT NEVI Projects
PennDOT completed three funding rounds over the course of 2023 and 2024 focused on identifying charging station projects to fill gaps along Pennsylvania’s Alternative Fuels Corridors. A total of 90 active NEVI projects in 43 counties are now in varying stages of implementation, and include a total federal investment of $58.4 million. Pennsylvania is tied for the most operational NEVI-funded charging stations of any state, with 19 operational stations.
