This is a project to improve Route 18 and Route 58 near Thiel College in the Borough of Greenville, Mercer County.

The project area includes Route 18 from the intersection of Route 358 to the intersection with Mill Hill Road, and Route 58 from the intersection with Route 18 to East Craig Street.

The project includes improvements at three intersections, including realignments at Route 18 and Route 58, Route 18 and Packard Avenue, and Route 58 and Packard Avenue. Proposed work also includes new or upgraded sidewalk, curb ramps, driveway entrances, milling and paving, base repair, new traffic signal, drainage updates and pavement marking updates.

Preliminary work is expected to restart the week of March 31, 2025, weather permitting, with major work underway the week of April 7, 2025. The project is scheduled to be completed by late October 2025.

Work started in 2024 with roadway repairs and paving on Route 18 from Route 358 to Route 58.

Construction in 2025 will be completed in five phases.

Phase 1 – Work in this phase will include drainage, tree removal, and roadway widening along Route 18 from Shenango Street to Packard Avenue. Motorists may encounter temporary lane restrictions with traffic controlled by flaggers.  

Phase 2 – Work in this phase will include drainage, roadway widening, and sidewalk and ADA-compliant curb ramp construction along Route 18 from Main Street to Packard Avenue and Orangeville Road to Front Street, as well as new signal foundations at the intersections of Route 18 and Route 58, 358, and High Street (Route 4005). Motorists may encounter temporary lane restrictions with traffic controlled by flaggers.

Phase 3 – Work in this phase will include additional roadway widening, sidewalk and ADA-compliant curb ramp construction along Route 18 from Main Street to Packard Avenue and Orangeville Road to Front Street, and reconstruction at the intersection of Route 58 and Route 18. Motorists may encounter temporary lane restrictions with traffic controlled by flaggers.

Phase 4 – Work in this phase will include additional reconstruction work, including removal of the existing pavement and installation of a new traffic signal at the intersection of Route 58 and Route 18. A one-week detour of Route 58 westbound traffic will be required during a portion of the work. Route 18 will be closed between Route 18 and 200 feet north of Packard Avenue Extension and the intersection with Ridgeway Avenue. The detour for cars will be Route 18 to Williamson Road to Route 58. The truck detour will be Route 18 to Route 322 to Route 58.

Phase 5 – Work in this phase will include the remaining milling, placing the final layer asphalt throughout the project area, landscaping, and pavement markings. Motorists may encounter temporary lane restrictions with traffic controlled by flaggers. 

The contractor is Lindy Paving of New Galilee, PA. The contract cost is $7,976,304.25. The project is being funded predominately with state and federal funds. Thiel College will fund some improvements on the campus done in connection with the project.

Traffic Impacts

The project will be completed in five phases of construction. There will be a series of pedestrian detours as sidewalks, curb ramps, and crosswalks are constructed around the project limits.
