Public Comment Period

The public comment period, where the community is encouraged to respond with questions and concerns will be from March 20, 2025 through April 18, 2025

Virtual Plans Display

The purpose of the plans display is to introduce the project, display and describe the project, and receive public input regarding questions or concerns with the project.

Presentation material will be available on ASTA’s website no later than March 13, 2025 for inspection.

This project is for the grading and application of an aggregate trail surface on an existing,  but unimproved, railroad bed for a five-mile portion of the Black Diamond Trail between Mountain Top and Laurel Run Borough.  The project also includes the construction of a trailhead in Mountain Top in the vicinity of Lehigh Street and the Mountain Top Hose Company.

This project has no impact to traffic on existing highways or streets. The trail may be closed to trail traffic during construction.

Additional Project Information

The construction of this project is funded by the Pennsylvania Department of Conservation & Natural Resources (DCNR) and PennDOT under the Transportation Alternative Set Aside (TASA) program.  Hanover Township is the administrator of the TASA portion of the funding under an agreement with PennDOT.
