The purpose of the project is to replace the existing 42” Corrugated Metal pipe that carries an unnamed tributary to Francis Slocum Lake and crosses under both lanes of Route 1036 in Kingston Township, Luzerne County. This project will also include replacements of six corrugated metal pipes ranging from 24” to 18” in diameter along Route 1036. Three of the aforementioned pipes cross under both lanes of Route 1036 and will need to be detoured. The other three follow along Route 1036 or are off on the shoulder and will not require a detour. This project also will include roadway approach work along Route 1036 to allow for smooth transitions and construction while a detour is in place.

Detours

The roadway at the project sites will be closed to all traffic and detoured during construction and is expected to be closed for approximately six weeks.

Beginning east of the project area, the vehicle detour will follow Route 1021, Route 1044, and Route 1029 resulting in a 5.8 mile vehicle detour. 

Beginning west of the project area, the vehicle detour will follow Route 1029, Route 1044, and Route 1021 resulting in a 5.8 mile vehicle detour.

Public Meeting

The Pennsylvania Department of Transportation (PennDOT) invites the public to a public meeting and online plans display for the Route 1036 Pipe Replacement Project in Kingston Township, Luzerne County on February 10, 2025.

The plans display will be available online prior to the meeting as well as in-person during the meeting. Paper copies of the comment form will be available onsite and can be left at the facility or returned by mail once completed. Public Comment Period

The public comment period, where the community is encouraged to respond with questions and concerns will be from February 10, 2025 through March 3, 2025
