In conjunction with the City of Philadelphia, PennDOT has initiated a design project for roadway improvements along U.S. 1 (Roosevelt Boulevard) from Bustleton Avenue to Southampton Road, in Philadelphia County.
The Department will complete preliminary engineering, final design, and project construction. Preliminary engineering began in early 2024.
This project will include the design of Business Access and Transit (BAT) Lanes Phase A, corridor access management, intersection and roadway modifications, pavement marking, traffic control, and traffic signal modifications along Roosevelt Boulevard.
This project will construct Phase A of the BAT lanes for Roosevelt Boulevard, repurposing the outermost local lane in each direction to restrict the use of the outermost lane for Transit (bus) use only, with short segments where right turns are allowed at signalized intersections, businesses, side streets, and crossovers. The BAT lanes are a strategy to improve transit reliability and service time, improving travel options on Roosevelt Boulevard. Phase A will install BAT lanes from Bustleton Avenue to just north of Southampton Road. The BAT lanes will incorporate enhanced pavement marking and signing to denote the use of the outside lane as a BAT lane.
The installation of Phase A BAT lanes will require additional modifications to Roosevelt Boulevard to maintain mobility while increasing safety for all users. These modifications include the following improvements:
- Removal of existing northbound inner to outer lane crossover located west of Harbison Avenue
- -Installation of new northbound inner to outer lane crossover located east of Harbison Avenue
- Realignment of U.S. 1 northbound on-ramp from Woodhaven Road
- Installation of the new signalized intersection at U.S 1 northbound and Woodhaven Road ramp
- Removal of existing northbound inner to outer lane crossover located east of the Woodhaven Road overpass
- Removal of existing northbound outer to inner lane crossover located east of Hornig Road
- Removal of existing southbound inner to outer lane crossover located east of Hornig Road
In addition, the proposed Phase B BAT lanes and crossover modifications between 9th Street and Pratt Street along the southern end of Roosevelt Boulevard will be evaluated with microsimulation to determine feasibility and future design. BAT lanes are not proposed in the southbound direction of the S-Curve between Summerdale Avenue and Adams Avenue (west) and in the northbound direction between Langdon Street and Adams Avenue (east).
