District 6 Projects - Chester County

Water Works Road over Rock Run Bridge Replacement

Project Overview

County: Chester County
Municipality: West Caln Township
State Route: Route 4003
Local Name: Water Works Road
Project Type: Bridge Replacement
MPMS Number: 98035
Last Updated: May 2025

This project will replace the existing bridge carrying Water Works Road over Rock Run Creek. The project is located in West Caln Township, Chester County, about .05 miles east of Red Mill Road and .10 miles west of Reservoir Road.

The road carries 870 vehicles per day (2024) with 4% truck traffic. The surrounding area is a combination of single-family homes, farmland, forested areas, and a dam.

The existing bridge is a 36’ single-span P/S concrete plank beam bridge built in 1973. The existing bridge has a curb-to-curb width of 44’-00”, a span length of 36’-00”, and an out-to-out width of 48’-00”. Guide rail is present at all four corners of the approaches. The existing bridge is skewed approximately 75 degrees to the roadway. The bridge is in overall poor condition, specifically the substructure.

The proposed scope of work includes replacing the existing structure on a similar existing horizontal alignment with minor grade changes to the vertical alignment. The proposed structure will have a curb-to-curb width of 44’00”. Roadway reconstruction will be limited to 250’ on both approaches. The existing guiderail will be removed and replaced with guide rail and crash-worthy end treatments. The existing bridge barrier will be replaced with a PA Type 10M bridge barrier system. Signs and pavement markings will be updated to current standards.

During construction, Water Works Road will be detoured.
