The Route 743, Section 038 structure rehabilitation is located along Route 743 (Elizabethtown Road) over Gallagher Run, in Conewago Township, Dauphin County. The purpose of this project is to place a concrete culvert bottom inside the existing culvert, make internal culvert repairs, and to add additional scour protection to the existing structure. The project will prolong the lifecycle of the culvert, continuing to provide safe and efficient access on Route 743 over Gallagher Run.
The existing structure, built in 1941 and modified in 2004, is a single cell concrete arch culvert on a 45-degree skew. The culvert has a length of approximately 60-foot, a width of 17-foot, and a 39-foot curb-to-curb clear roadway width.
The existing single-cell concrete arch culvert will be rehabilitated through targeted concrete repairs to the interior arch surfaces, along with the installation of enhanced scour protection at both the inlet and outlet ends. Furthermore, a new concrete culvert floor with baffles will be constructed within the existing structure, replacing the natural streambed base. Beyond the required Erosion and Sedimentation Pollution Control Measures implemented during construction, no additional roadway or culvert modifications are planned.
This section of Elizabethtown Road has an average daily traffic volume of 16,932 vehicles per day.
Route 743 will remain open to traffic throughout the entirety of the construction. Any necessary Traffic Control during Construction will follow Pennsylvania Typical Application (PATA) 106, which will utilize flaggers. Please refer to the project’s Traffic Control graphic. Access to all driveways within the project limits will be maintained during construction. Overhead utilities are present through the corridor; however, utility relocations are not anticipated.
The project is currently in design, and construction work is anticipated to begin in early 2027 and last approximately 6 months.
The purpose of the plans display is to introduce the project and solicit public input, questions, or concerns regarding the project.

Environmental Considerations
The bridge is located in a rural area of Conewago Township, with land use largely consisting of agricultural or wooded areas. Pedestrian or bicycle facilities do not exist through this section of Route 743 (Elizabethtown Road).
In-stream work will consist of removal of rock scour protection inside the existing structure and replacement with a paved culvert bottom.
Wetlands were identified in the project area.
Coordination for Threatened and Endangered species has been conducted.
Cultural Resource investigations are currently being completed as part of the preliminary engineering studies.
Utilities
Overhead electric and data/communication lines and poles are present at the site. Utility relocations are currently not anticipated to accommodate construction operations.
Maintenance and Protection of Traffic
Route 743 will remain open to traffic throughout the entirety of the construction.
Construction Schedule and Cost
Construction is anticipated to begin in Spring 2027 and last approximately 6 months. The estimated construction cost is $300,000.
