The Pennsylvania Department of Transportation (PennDOT) invites the public to an online plan display regarding the State Route 3016 / T-318 (Pisgah State Road) structure replacement project over an unnamed tributary to Shermans Creek, Carroll Township, Perry County. The purpose of this project is to address the structural deficiency of the current bridge and improve safety along the segment of T-318 Pisgah State Road. The existing bridge was constructed in 1918 and has exceeded design life and is currently load posted.
The existing structure is located approximately 0.75 miles southwest of Shermans Dale on a flat rural road surrounded by rolling hills comprised mostly of agricultural and wooded land. The township road, Pisgah State Road, is locally owned while the SR 3016 bridge is a state asset. The bridge width will be widened from 19’-6” curb-to-curb to 24’-8” curb-to-curb with two 10-foot lanes and two 2-foot shoulders. Work is expected to take place in the 2027 construction season.

Environmental Considerations
The bridge is located on a flat rural road surrounded by rolling hills and a surrounding area that is comprised mostly of agricultural and wooded land. There are no existing pedestrian or bicycle facilities through this section of SR 3016 / T-318.
A waterway permit will be required to construct the bridge which includes in-stream work associated with removing the old bridge and setting the new structure, and the installation of rock scour protection.
No wetlands are present within the project Limit of Work.
Utilities
There are aerial utilities that will require relocation within the project’s Limits of Work.
Maintenance and Protection of Traffic
Construction will be performed under a temporary detour. The 2.9-mile detour will utilize local roads T-306 (Youngs Church Road) and T-414 (Old State Road). Access to driveways will be maintained during construction. Please refer to detour plan graphic in this page's resources list.
Construction Schedule and Cost
Construction is anticipated to take place during the 2027 construction season. The estimated construction cost is $1,077,000.
