The project scope is a rehabilitation of a structurally deficient bridge on SR 0083 in York Township in York County over SR 2002 Springwood Road. This existing bridge is a dual adjacent three (3) span prestressed concrete PA I-Beam bridge with a 120’-0” total length and an out-to-out width of 87’-10” supported by reinforced concrete stub abutments and pier bents.

SR 0083 is classified as an Urban Interstate while SR 2002 is classified as an Urban Arterial. The posted speeds are 55 MPH and 35 MPH respectively. SR 2002 Springwood Road will be constructed under a detour to provide contractors sufficient space while performing the bridge and road rehabilitation. SR 0083 will remain open to traffic in both directions throughout construction.

Work is expected to take place in the 2026 construction season.

Environmental

The project is located south-east of the City of York. The bridge is located along SR 0083 and crosses over SR 2002 Springwood Road. There are no existing tributaries or water ways near the project area. There are no existing pedestrian or bicycle facilities.

Utilities

Overhead electric and telecommunication lines are present along the northern side of SR 2002 (Springwood Road), crossing over the SR 0083 bridge and should not be affected by the bridge rehabilitation.  There is a crossing electric service to a private pole located approximately 12.5 ft from the southbound side of the SR 0083 bridge deck, which provides an underground service feed to the DMS structure along the southbound lane of SR 0083. A temporary de-energization of the service may be required for repairs to the superstructure.

There is an existing 4” gas line, and a 10” DI water line under the southern pavement of SR 2002 along the shoulder, along with an existing 8” sewer line running under the northern pavement of SR 2002 along the shoulder.  Impacts to the underground utilities are not anticipated.

Right-of-Way

There are currently no right-of-way acquisitions proposed to complete the anticipated construction activities.

Maintenance and Protection of Traffic

SR 2002 (Springwood Road) will be closed for construction and a detour will be utilized.  The proposed detour route will utilize all state routes and is as follows; SR 3023 (Hollywood Drive) to SR 0124 (Mt. Rose Avenue) to SR 2005 (camp Betty Washington Road) to SR 2002 (Springwood Road), with a length of 7.7 miles. 

Schedule and Cost

The project is currently in the design phase. The construction is anticipated to last approximately 6 months and finishing in 2026. The estimated construction cost is $870,000.
