PennDOT District 8-0 is currently developing preliminary engineering for the Route 422 (E. Cumberland St.) Resurfacing Project located in Lebanon City, and North Lebanon, South Lebanon, and Jackson townships, Lebanon County.
The project involves safety improvements at the intersection of Prescott Drive (Route 1013) and Prescott Rd (Route 2005). Work is anticipated to include the construction of a new traffic signal at the intersection of Route 422 and Routes 1013/2005. The work will also include drainage improvements, post construction stormwater management features, and updated signing and pavement markings. The proposed Route 422 typical section west of 15th Ave will comprise of 11-foot travel lanes and existing shoulders with a minimum width of 4 foot. The proposed Route 422 typical section east of 15th Ave will comprise of 12-foot travel lanes, a 10-foot middle travel lane, and existing shoulders.
Traffic will be maintained on Route 422 during construction. Detours for Routes 1013/2005 will be implemented during specific stages of construction using local collector roadways. Temporary construction easements and right-of-way acquisition are anticipated. PennDOT will coordinate directly with impacted property owners. Utilities will be impacted by construction and relocations are being coordinated with facility owners.
The project is currently in preliminary design and construction work is currently anticipated to take place in the 2027 construction season subject to all approvals, environmental clearances, and funding availability.
The plans display will be held online only. A digital version of the information will be available to view online until February 28, 2025.
Additional Project Information
Environmental
The project site is mostly in a rural setting with rolling terrain. The Western portion of the project is an urban and commercial setting.
Union Canal Elementary School is located north of the project area. Lebanon Quarry located approximately 0.5 miles to the south of the project limits, contributes to the high volume of trucks using Route 422 and Route 2005. There are no pedestrian facilities west of N. 8th Avenue. There are sidewalks along Route 422 east of N. 8th Avenue. There are no bike lanes.
No above ground cultural resources will be affected by the project. The site has been investigated for wetlands and existing wetlands will not be affected during resurfacing work, ADA ramp upgrades and drainage improvements. There will be no impacts to threatened and endangered species. Other environmental resources are either non-existent or negligible in impact.
Utilities
There are existing aerial electric and communication utility facilities located along Route 422. Underground gas, water, and sewer utility facilities are also present within the project limits. Impacts to aerial utilities will occur. Impact to underground facilities is likely in the full depth reconstruction areas of the project and proposed drainage improvements. Utility relocations are being coordinated with facility owners.
Right-of-Way
Right-of-Way (ROW) and Temporary Construction Easements may be required to complete the project. The areas depicted on the Improvement Plans are based on preliminary design. PennDOT will refine the area and determine the project ROW needs during the final design phase. PennDOT representatives will contact the affected property owners and go over the impacts in detail with them. The project is not expected to displace any property owners.
Maintenance and Protection of Traffic
Construction of the project is anticipated to be completed in stages. Traffic will be maintained on Route 422 during construction. Detours for Routes 1013/2005 using local collector roadways will be implemented during specific stages of construction. Specific durations for detours have not been determined at this time and will be finalized as the design progresses.
Schedule and Cost
The project is currently in preliminary design and construction work is currently anticipated to take place in the 2027 construction season subject to all approvals, environmental clearances, and funding availability. The construction duration may vary and will take approximately 1 year to complete depending on the contractor’s final schedule. The estimated construction cost is $11.1 million. The estimate will be further refined as the design progresses.
