2026 PA Brownfields Conference

The Pennsylvania Department of Environmental Protection's Land Recycling Program is pleased to partner once again with the Engineers' Society of Western Pennsylvania to present the 2026 Pennsylvania Brownfields Conference.

The conference will be held at the Wind Creek Event Center on the location of the former Bethlehem Steel site in Bethlehem, PA.

Brownfields Basics Webinar - January 21, 2026

This webinar provided a comprehensive overview of brownfields, explaining what they are, where they are commonly found, and why their redevelopment is critical to community revitalization. Presenters outlined the history of brownfields policy at the federal level and detailed Pennsylvania’s Land Recycling Program (Act 2), emphasizing its voluntary nature, flexible cleanup standards, and strong liability protections for current and future property owners. The session walked participants through the step-by-step remediation process from site identification and assessment to cleanup and attainment while highlighting how Act 2 supports environmental protection and encourages redevelopment, job creation, and economic growth.

The presentation also focused heavily on funding and technical assistance opportunities available to support brownfield projects. Speakers reviewed EPA Brownfields grants and technical assistance programs, DCED’s Industrial Sites Reuse Program (ISRP), and other complementary funding sources, explaining eligible applicants, uses of funds, and application requirements. Case studies illustrated how strategic planning, community engagement, and leveraged funding can successfully transform contaminated sites into productive community assets. Overall, the webinar equipped attendees with practical tools, resources, and a clear roadmap for advancing brownfield redevelopment projects in Pennsylvania.

Act 2 Administrative Completeness Training

The Land Recycling program has produced this Administrative Completeness Training to assist stakeholders in putting together report submittals.

This training discusses the basic elements required in a report submission, some additional background information on submittal pieces, and some common errors seen in Act 2 report submittals.

The goal of the training is to reduce errors and omissions often seen in Act 2 report submittals and to reduce Administrative Deficiencies and Disapprovals due to inaccurate submissions.
