The Department of Environmental Protection, in cooperation with the National Fish and Wildlife Foundation (NFWF), developed and implements a program to facilitate the restoration of aquatic resources across Pennsylvania. The Pennsylvania’s Integrated Ecological Services, Capacity Enhancement and Support Program (PIESCES) provides a mechanism by which DEP will assist permit applicants in meeting their aquatic resource function-based mitigation compensation requirements associated with Chapter 105 Water Obstruction and Encroachment Permits. The project will ease administrative and financial burdens associated with providing adequate function-based compensation while maintaining appropriate levels of environmental protection for aquatic resources. The project furthers the goals of the department to ensure that compensatory mitigation efforts are effective, productive, and beneficial.
