Bylaws

his Board is called the Department of Environmental Protection's Cleanup Standards Scientific Advisory Board.

 It is established under Section 105 of the Land Recycling and Environmental Remediation Standards Act (Act 2 of 1995).

The Board aids in creating Statewide Health Standards. It determines valid procedures and risk factors, offering technical advice as needed.

The Secretary of the Department appoints five members. The Senate and House leaders each appoint two members.

Members should have relevant backgrounds in fields like engineering, biology, or toxicology. The Board includes representatives from local government, the public, academia, professionals, and the business community.

Members serve four-year terms. The first terms are staggered, with half expiring in two years. After a term ends, members can stay until replaced or reappointed.

Each member can name one alternate, subject to the Secretary's approval.

The Board can ask for a member's resignation after three absences. This is based on participation. If a member doesn't resign within 30 days of the request, removal is recommended.

Each member gets one vote. Voting can be in person or via phone. Minor issues can be voted on by email. Alternates cannot vote.

The Board has a chairperson and a vice-chairperson.

The chairperson leads meetings, calls special ones, and appoints subcommittee heads. The vice-chairperson steps in when the chairperson is absent and helps as needed.

Terms last one year or until successors are elected.

The Board elects its chairperson by majority vote. It can create necessary bylaws. Actions need a majority.

 The Board meets quarterly or as needed. Meetings are set annually but can change. A quorum is needed to conduct business. Meetings follow Robert's Rules of Order.

The Department provides necessary support and resources.

 The Board can access all necessary documents.

The Department announces meeting details 14 days in advance. It maintains a mailing list and designates a contact person. Board documents and meetings follow public access policies.

Members are reimbursed for travel and expenses per Commonwealth policy.

Bylaws can be changed by a two-thirds vote with prior notice.
