Project Overview

County: Carbon
Municipality: Palmerton Borough
State Route: Route 2002, Section 04S
Local Name: Delaware Avenue
Project Type: Traffic Signal Upgrades
Proposed Construction Start: Spring 2027
Last Updated: 03/31/2025

This project is being designed to upgrade the Delaware Avenue traffic signal corridor on the west side of the Borough of Palmerton in Carbon County. The online plans display includes digital picture boards and an online questionnaire.

The project is focused on three intersections on SR 2002 (Delaware Avenue), the main thoroughfare in the Borough of Palmerton. Delaware Avenue is bounded primarily by small business commercial properties. The roadway is one through lane in each direction with angle parking and left tun lanes at signalized intersections. The project intent is to improve traffic signals at two intersections (Mauch Chunk Road and Fifth Street) and coordinate these signals with two other intersections being modified or installed by others. Improvements to the intersection at Third Street are currently underway by the Borough of Palmerton and the potential for a new signalized intersection exists at the entrance to a brownfield development site west of Mauch Chunk Road.

The existing signals at Mauch Chunk Road and Fifth Street will be replaced with new poles and mast arms painted hunter green to match the Borough’s project that is currently underway at Third Street. Safety improvements are incorporated into the traffic signal design and include increasing signal head size, adding signal head backplates and providing pedestrian countdown timer signals at crossing locations. The signals will be interconnected and emergency pre-emption added.  Existing pavement markings and crosswalks will be replaced.

Additional Project Information

Traffic will be maintained utilizing standard traffic control patterns for shoulder closures and pedestrian detours. No major constructability issues are anticipated with the possible exception of temporary loss of parking spaces.

Individuals or groups with a demonstrated interest within the project limits, surrounding businesses, and local property owners that may be affected by the proposed project are encouraged to review the displays and contact us with any questions.

The anticipated construction cost estimate is $1 million - $1.5 million.
