The DEP has a duty to protect the right to clean air for all Pennsylvanians. This obligation is fulfilled by the regulation of emission sources. To evaluate air pollution reduction strategies and assist in future program planning, air quality is monitored statewide. Ambient Monitoring measures the levels of the criteria and toxic pollutants in air at select locations around the state, while Continuous Emission Monitors (CEMs) and Source Testing measure those emissions from industrial sources.
