The Pennsylvania Department of Transportation (PennDOT) invited the public to virtual plans display for the Route 3019 Over Hazle Creek Bridge Rehabilitation Project in Hazle Township, Luzerne County.

The Route 3019 (Stockton Mountain Road) bridge over Hazle Creek is located approximately 0.4 miles south of the intersection with Route 3030 (East Diamond Ave.) and Stockton Road (T319).  The bridge is located approximately 30 feet north of the Norfolk Southern Railroad track crossing of Route 3019.

The project involves the rehabilitation of the existing prestressed concrete adjacent box beam bridge over Hazle Creek.  The entire superstructure will be replaced with new prestressed concrete adjacent box beams and concrete bridge deck.  The bridge rehabilitation also includes replacement of the existing bridge barrier with PA 3-rail bridge barrier that meets current standards, repairs to the existing abutment wingwall and removal of debris and sediment along the stream channel.  The roadway improvements include installation of new guide rail and pavement milling and resurfacing at each end of the structure.

The existing prestressed concrete adjacent box beam bridge was built in 1961 and is posted with a 35-ton weight limit except 40 tons for combinations. Approximately 2,724 vehicles a day use the bridge, on average. After the rehabilitation is completed, no load posting will be required.

It is anticipated that construction will begin in the Spring of 2025 and will be complete by the end of Summer 2025.

Traffic Control

The bridge is expected to be closed for approximately 3 months starting in April 2025.  A 5.1-mile vehicular detour will be posted using Route 93 (E. Broad St.), Route 309 (N. Church St.) and Route 3030 (East Diamond Ave.)  A separate 7.1-mile truck detour will be posted using Route 93 (E. Broad St.), Route 309 (N. Church St.) and Route 940.

Vehicular Detour Directions

From points south of the bridge:

  • From intersection with Route 3019 (Stockton Mountain Rd.), travel north on Route 93 (E. Broad St.) for approximately 2.6 miles
  • Turn right onto Route 309 (N. Church St.) and travel north for approximately 0.4 miles
  • Turn right onto Route 3030 (E. Diamond Ave.) and travel east approximately 2.1 miles to the at the intersection with Route 3019 (Stockton Mountain Rd.). End of detour.

From points north of the bridge:

  • Turn right onto Route 3030 (E. Diamond Ave.) and travel west for approximately 2.1 miles
  • Turn left onto Route 309 (N. Church St.) and travel south for approximately 0.4 miles
  • Turn left onto Route 93 (E. Broad St.) and travel east for approximately 2.6 miles to the intersection of Route 3019 (Stockton Mountain Rd.). End of detour

The overall detour length is approximately 5.1 miles.

Truck Detour Directions

From points south of the bridge:

  • From intersection with Route 3019 (Stockton Mountain Rd.), travel north on Route 93 (E. Broad St.) for approximately 2.6 miles
  • Turn right onto Route 309 (N. Church St.) and travel north for approximately 1.4 miles
  • Turn right onto Route 940 and travel east approximately 3.2 miles to the intersection with Route 3019 (Stockton Mountain Rd.).  End of detour.

From points north of the bridge:

  • Turn right onto Route 940 and travel west for approximately 3.2 miles
  • Turn left onto Route 309 (N. Church St.) and travel south for approximately 1.4 miles
  • Turn left onto Route 93 (E. Broad St.) and travel east for approximately 2.6 miles to the intersection of Route 3019 (Stockton Mountain Rd.).  End of detour.

The overall detour length is approximately 7.1 miles.
