Who are they?

Energy Transfer Marketing & Terminals, L.P. (ETMT; formerly Sunoco Partners Marketing & Terminals, L.P. [SPMT]), processes, stores, and distributes natural gas liquids (NGLs) at its Marcus Hook Terminal (PDF) (MHT; formerly Marcus Hook Industrial Complex [MHIC]) facility, which is located in Marcus Hook Borough, Delaware County.

Sunoco, Inc. (R&M), previously owned the facility and operated it as a petroleum refinery until 2011. SPMT acquired the idled petroleum refinery in early 2013 and redeveloped it into the MHIC, a NGLs hub on the U.S. East Coast. (On March 1, 2022, the company and facility names changed to ETMT and MHT, respectively.) ETMT receives NGL feedstock (i.e., ethane, propane, and butane) at its MHT facility via pipeline from the Marcellus Shale region, and processes, stores, and distributes the NGLs to local, regional, and international markets.

Title V Operating Permit (TVOP) 23-00119 Renewal

On July 31, 2024, DEP received an application from ETMT to renew TVOP No. 23-00119 for the MHT. In its TVOP renewal application for the MHT, ETMT indicated that no new sources have been added at the MHT since DEP previously modified TVOP No. 23-00119 in March 2024. Community Outreach and Office of Environmental Justice (OEJ)

  • DEP has long worked with communities around Pennsylvania to further environmental justice in line with the statutes and authorities administered by the Department and will continue to reach out to communities living in EJ areas when they are facing an environmental crisis or dealing with a newly permitted facility.
  • In an effort to build long-lasting relationships with EJ communities outside of individual projects or emergencies, the Shapiro Administration has directed DEP to increase proactive outreach and engagement. OEJ’s goal is to increase strategic community education, outreach, engagement, and capacity building through intentional action.
