The project consists of replacing the existing single span steel bridge carrying two lanes of Route 3031 (Hoadleys Road) over Middle Creek. The proposed bridge is a single span bridge also carrying two lanes of traffic. The location of the proposed bridge is the same as existing and repaving of Route 3031 before and after the bridge is proposed, including driveway tie-in grading and guide rail updates. The proposed typical section will consist of two 11-ft lanes with 2-ft outside shoulders.

Construction work is anticipated to begin Winter of 2026 and end Fall of 2026.

Traffic Control

Traffic along Route 3031 will be detoured throughout construction through utilization of a signed detour. The proposed detour route utilizes Route 3028 (Owego Turnpike) and is approximately 10 miles. Directions for the detour are:

From points South of the bridge:

  • Travel East on Route 590 (Purdytown Pike) 3.4 mi
  • Turn left onto Route 3028 North (Owego Turnpike) 5.5 mi
  • Turn right onto Route 8003 North (Intervale Road) 0.1 mi
  • Turn right onto Route 0191 South (Lake Ariel Highway) 1.0 mi

From points North of the bridge:

  • Travel North on Route 0191 (Lake Ariel Highway) 1.0 mi
  • Turn left onto Route 8003 South (Intervale Road) 0.1 mi
  • Turn left onto Route 3028 South (Owego Turnpike) 5.5 mi
  • Turn right onto Route 590 West (Purdytown Pike) 3.4 mi

Public Outreach

Public Meeting

PennDOT invites the public to a plans display regarding the Route 3031 (Hoadleys Road) bridge replacement project in Cherry Ridge Township, Wayne County. The project will be presented at the regularly scheduled Board of Supervisors Meeting held at the Cherry Ridge Township Municipal Building.

Location: Cherry Ridge Township Municipal Building at 2892 Lake Ariel Highway, Honesdale, PA 18431.

The purpose of the public meeting and display is to introduce the project and the associated maintenance and protection of the traffic during construction to receive public questions, comments, or other input regarding the project.

Public Comment Period

The public comment period, where the community is encouraged to respond with questions and concerns will be from February 5, 2025 through March 7, 2025
