PennDOT Announces Online Plans Display for Route 11 (Ritner Highway) Bridge Superstructure Replacement Project in Shippensburg Township, Cumberland County

Harrisburg, PA – The Pennsylvania Department of Transportation (PennDOT) invites the public to an online plan display regarding the Route 11 (Ritner Highway) bridge superstructure replacement project over Burd Run in Shippensburg Township, Cumberland County.

The purpose of this project is to replace the existing, deteriorating superstructure, and provide continued safe and efficient access on Route 11 over Burd Run.

The existing structure was built in 1940 and is a one span concrete T-beam bridge supported on full-height concrete abutments at a 45-degree skew. The bridge length is approximately 48 feet.

The project will feature a proposed superstructure with prestressed spread box beams, a composite 8-inch-thick reinforced concrete deck, and PA Type 10M bridge barrier supported by the existing full-height concrete abutments. Substructure work includes repairs to the existing concrete abutments, reconstructed beam seats and tops of wingwalls.

Additional work includes placing rock scour protection at the abutments, reconstructing the pavement along the roadway tie-ins, and installing MASH-compliant guide rail. The pavement beyond the full-depth reconstruction limits will be milled and overlaid. The proposed bridge width will match the existing width, which features two 12-foot lanes and 11-foot shoulders.

This section of Ritner Highway has an average daily traffic volume of 6,381 vehicles per day.

The bridge will be closed to all traffic during construction. The proposed 1.2-mile detour will use Route 174 (Walnut Bottom Road) and Conestoga Drive. Access to all driveways within the project limits will be maintained during construction. Overhead utilities are present at the site. Those running along the downstream side of the project can be deenergized during beam erection. 

The project is currently in design, and construction work is anticipated to begin in Spring 2027 and last until the Fall of 2027.

A digital version of the project plans and information will be available to view online from approximately January 28, 2025, through February 28, 2025.

The purpose of the plans display is to introduce the project and receive public input regarding any questions or concerns with the project. It is also an opportunity for the public to review and comment on the project’s potential effect upon Cultural Resources pursuant to the Advisory Council on Historic Preservation’s 36 CFR Part 800 regulations implementing Section 106 of the National Historic Preservation Act.
