The Pennsylvania Department of Transportation (PennDOT) invites the public to a joint, in-person and virtual plans display regarding the Route 1022 (Liberty Park Road), Section 552 Structure Replacement Project over Tributary to Dubois Creek. The joint, in-person public meeting will take place on Thursday March 6, 2025, at the Grange Hall (22130 State Route 29, Montrose, PA 18801) at 7:00 PM during the Township’s regularly scheduled monthly Township Supervisors’ Meeting.

The purpose of this project is to address the deficiencies of the existing structure and provide continued safe and efficient crossing of the Tributary to Dubois Creek.

The Route 1022-552 project consists of replacing the existing single span metal arch culvert with a precast concrete box culvert. The reconstructed Route 1022 roadway (Liberty Park Rd) and structure will consist of two 10’-0” travel lanes with 4’-0” shoulders.

Additional work includes, but is not limited to: approach roadway reconstruction, guide rail upgrades, drainage improvements, grading, signing, and pavement markings. One utility pole relocation is also anticipated as part of the project.

Traffic will be maintained through a detour during construction. The proposed 11.3-mile detour will utilize all state routes.

The project is currently in the preliminary design phase. It is anticipated that construction will begin in the spring of 2027 and will be complete by the fall of 2027.

Detour Route and Directions

The roadway at the bridge site will be closed to all traffic and detoured during construction. The detour is expected to be in place for approximately three months.

Beginning west of the project, the vehicle detour will follow PA-29 north until reaching NY-7 (Montrose Drive). Travelers will turn right from NY-7 onto NY-7A (Conklin Road) and then continue on PA  Route 1033 (New York Ave) until the intersection with Route 1037 (Dubois Street). Travelers will then connect back into Route 1022 (Liberty Park Road) for a total detour length of 11.3 miles.
