The Pennsylvania Department of Transportation (PennDOT) invites the public to an online plan display regarding the State Route 4006 (Enders Road) structure replacement project over Armstrong Creek located in Jackson Township, Dauphin County. The purpose of this project is to replace the currently closed bridge which was constructed in 1920 and to provide safe and efficient access on State Route 4006.

The project consists of replacing the concrete arch with a single span, prestressed concrete box beam bridge on a slightly shifted alignment, reconstructing the pavement along the roadway tie-ins and guide rail replacement. The bridge width will be widened from the existing 13’-2½” curb-to-curb to 25’-5½” curb-to-curb consisting of two 10-foot lanes and two 2-foot minimum width shoulders. Work is expected to take place during the 2026 construction season.

Environmental Considerations
The bridge is located in a rural section of Jackson Township, with land use consisting of forest.  There are no existing pedestrian or bicycle facilities through this section of Route 4006.

A waterway permit will be required to construct the bridge to include in-stream work associated with removing the old bridge and setting the new structure and for the installation of rock scour protection.

No wetlands are present within the projects Limits of Work. 

Utilities
There are aerial utilities that may require relocation within the Limits of Work of the project.

Maintenance and Protection of Traffic
The bridge is currently closed to traffic. The existing detour will remain in place and signing along the detour will be enhanced.  The 4.8-mile detour route will utilize PA Route 225 to State Route 4004 (Rutter Road). Please refer to the project’s Detour graphic.   

Construction Schedule and Cost
Construction is anticipated to take place during the 2026 construction season.  The estimated construction cost is $2,130,000.

Public Comment Period

The public comment period, where the community is encouraged to respond with questions and concerns will be from December 20th, 2024 through Janaury 20th, 2025.
