The Pennsylvania Department of Transportation (PennDOT) invites the public to a virtual plans display regarding Interstate 80 pavement replacement from west of the Route 309/Interstate 80 interchange to east of the White Haven Interchange, Luzerne County. The existing concrete is deteriorating due to Alkali-Silica Reactivity (ASR), which results in the cement and aggregate losing its bond. The highway contains extensive map cracking and joint failures due to the ASR.
The project is located in Butler, Dennison, and Foster Townships and White Haven Borough, Luzerne County, and consists of pavement replacement due to the ASR concrete for 7.5 miles eastbound from the bridge over Route 309 to the Mile 270 rest area. The rest area will also be reconstructed up to the limits of a prior PennDOT rehabilitation project. Drainage repairs, including replacement of all eastbound cross pipes, westbound cross pipes within the limits for reconstruction, select slope and parallel pipes, inlets, and end walls, will be completed along eastbound and westbound. A total of 7 structures (4 eastbound and 3 westbound) are within project limits. The bridges over Linesville Creek eastbound and westbound; Interstate 80 eastbound and westbound over State Route 309; Interstate 80 eastbound over Oley Creek, and Interstate 80 eastbound and westbound over Nescopeck Creek/County Road will be full replacements. In addition, five culverts need to be rehabilitated.
Detour Information
There will be no detour while the pavement replacement work is occurring on Interstate 80. Two-lanes of traffic in both directions will remain open. Traffic will be shifted using cross-overs during construction.
The project involves bridge replacements at the following locations:
Bridges over Linesville Creek eastbound and westbound will be replaced but will not require the road to be detoured.
Interstate 80 eastbound and westbound over Route 309 - This will require ramp detours at the interchange during ramp reconstruction. The detour to the north will utilize Interstate 81, Route 3007, Route 2045 and Route 309. The detour to the south will utilize Route 940 and Route 309. These detours will be implemented under Stage 2 and Stage 4 traffic control operations intermittently from Summer 2026 through end of Summer 2028. Then again from Fall 2029 through Summer 2031.
Interstate 80 eastbound and westbound over Nescopeck Creek/County Road – This will result in a detour of Honey Hole Road while these bridges on Interstate 80 will be replaced. The detour will utilize Route 309, Crestwood Drive (County Road), Church Road (County Road), Route 437, and Honey Hole Road. At this time, it is anticipated that the detour will occur intermittently, from Summer 2026 through Spring 2027 and again from Summer 2027 through Spring 2028. Between detour operations, Honey Hole Road will function as a single lane beneath the structure replacements, controlled with a temporary traffic signal.
